Summary

A successful candidate in this position will serve as a Director, Office of Worker Safety and Health Enforcement (EA-11). The Office is responsible for implementing the Department's congressionally-authorized worker safety and health enforcement program, including evaluating DOE contractor compliance with worker safety and health regulatory requirements, leading investigations of potential violations of these requirements, and making recommendations for disposition of enforcement cases.

Responsibilities

As a Supervisory Safety and Occupational Health Manager, you will:
  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Provide advice, counsel, or instruction to employees on both work and administrative matters.
  • Plan and direct complex enforcement investigations, inspections and associated enforcement actions under the authority of the Bob Stump National Defense Authorization and Price-Anderson Amendments Acts.
  • Serve as the expert in the field of Worker Safety and Health Enforcement for the agency as it relates to the regulatory implications of the Department's worker safety and health enforcement program. Give direction to senior technical personnel engaged in conducting performance assessments or enforcement investigations relating to the Department of Energy (DOE) facilities/activities and monitors and evaluates completeness of their findings.
  • Advise the Director, Office of Enforcement, on whether a contractor is adequately assuring safety and health of the workforce and workplace. This work involves assuring that DOE facilities, programs, projects and activities are properly analyzed, evaluated, documented, and approved, and that facilities and systems are operated, maintained, decontaminated, decommissioned, and environmentally restored in a manner that provides adequate occupational health and safety protection in accordance with DOE rules.
  • Provide expert advice and direction for the most complex technical enforcement investigations and/or inspections of all issues pertaining to particular contractor activities to determine their compliance with the terms of DOE occupational safety and health standards and applicable federal statutes. Provide factual data and information to officials on safety and occupational health matters covered by standards. Coordinate and participate in the review of highly technical, unique, and critical issues associated with occupational safety and health at DOE sites and facilities. Analyze collected technical and programmatic information, which is often times limited and ambiguous, to identify the potential enforcement issues involved and to ascertain the types of technical evidence that will be needed in each case.
  • Promote and support knowledge management activities and identify and implement methods for enhancing the enforcement program and operating procedures. Develop and disseminate training and informational material, delivers speeches, and participate on working groups and in seminars, and monitors educational and information programs sponsored by DOE, other Federal and State agencies and a variety of professional and academic organizations as it relates to safety and occupational health and enforcement program matters.

Eligible candidates for this position must possess and maintain a Department of Energy "Q" level security clearance. The duties and responsibilities of this position require that the incumbent required to attend congressional briefings with Senate and House Congressional members and Appropriations staff that cover classified funding issues.

This position has also been designated as a Testing Designated Position (TDP) subject to testing for illegal drug use. The selectee must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass or refusal to take subsequent tests could result in non-selection or disciplinary action, up to and including removal from the Federal service.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized Experience is experience that equipped an applicant with the knowledge, skills, and abilities (KSAs) needed to perform the work of the position to be filled. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as: Experience in worker safety and health program concepts, principles, and practices to serve as a recognized expert to lead, guide, direct and advise on multidisciplinary teams engaged in the conduct of assessments and investigations of compliance with worker safety and health regulatory requirements.

  • Knowledge and expertise to coordinate projects with other enforcement professionals and specialists in order to ensure the successful development and operation of a comprehensive worker safety and health enforcement program for all facilities.
  • Knowledge of worker safety and health including concepts, principles, and practices, and management systems as evidenced by an advanced degree or equivalent, enabling the incumbent to serve as a recognized expert in worker safety and health enforcement and provide consultation to senior management officials.
  • Knowledge of engineering and physical science concepts, practices, and principles in a variety of disciplines (e.g., chemical, physical, electrical, mechanical, and nuclear) in order to apply those concepts and principles, and experienced judgment, to solve a highly complex technical and regulatory issues.
  • Skill in representing the agency in occupational safety and health and enforcement matters in interagency meetings, conferences, and/or task groups. The incumbent must possess and demonstrate excellent oral and written communication skills.
  • Ability to lead, guide, direct, and advise multi-disciplinary teams engaged in the conduct of investigations and inspections and in the analysis of issues to support legal enforcement proceedings.

    EDUCATION:

    Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

    One-year of specialized experience as described in the vacancy announcement under " Specialized Experience Requirements."
