The primary purpose of this position is to serve as the principal Air National Guard (ANG) subject matter expert civilian staff advisor to the J1 SAPR Chief, J1 Director, Deputy Director and senior leadership within the Air National Guard on all aspects of the Sexual Assault Prevention and Response (SAPR) Program within the ANG.

Responsibilities

  • Plans, develops, directs, and advises on programs and services for ANG victims of sexual assault.
  • Designs and develops ANG SAPR Program policy and specific implementation guidance to 54 States and Territories for the decentralized operation of the program at the state and unit level as determined by NG SAPR Chief.
  • Responsible for policies and metrics that assure effective implementation of the ANG's Lines of Effort (LOEs) for Prevention, Investigation, Accountability, Victim Advocacy and strategic direction on SAPR.
  • Provides guidance in the selection and/or development of appropriate tools, methodologies, measures, and techniques required to perform assigned policy and program analysis and assessment.
  • Advises and briefs key Congressional, DoD, ANG and others on all aspects of ANG sexual assault prevention and response program, resources, training and trends.
  • Conducts and participates in SAPR specific ANG inspections, staff assistance visits, NG mentoring sessions or NG special advisory teams; provides point papers and presents briefings on sexual assault prevention and response policies and programs.
  • Oversees the development, evaluation and coordination of National Guard SAPR services and activities across NG SAPR functional areas and among federal agencies, State National Guard organizations and community agencies.
  • Works in collaboration with JI SAPR and supervises the preparation, submission and justification of the ANG SAPR budget estimates as part of the POM budgeting process. Manages the execution of the program.
  • Performs at the highest level of ANG civilian responsibility within the ANG organization.
  • Coordinates and implements programs and policies, with assistance from NG, other ANG entities, commanders, staffs, Directors of Psychological Health, chaplains, Family programs, lawyers, doctors and investigators.
  • Performs first level supervisory personnel management responsibilities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Individual Occupational Requirements (IOR) for the Social Science Series, 0101

Basic Requirement for GS-0101-14 Sexual Assault Prevention and Response Program Manager: A Bachelor's degree (or higher degree) in behavioral or social science; or related disciplines appropriate to the position; OR Combination of Education/Experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; OR at least 4 years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must provide a copy of your transcripts
AND
I have one year of specialized experience equivalent to GS-13 or equivalent pay band in the federal service which includes applying in depth knowledge applicable to laws, regulations, policies, issues, etc., relating to sexual assault, victim advocacy, and other acts of interpersonal violence to plan, organize, implement, and carry out the components of an interpersonal violence prevention and response program.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In depth knowledge of a comprehensive range of laws, policies, regulations, directives, procedures and precedents applicable to sexual assault prevention and response program development and management.
2. Expert knowledge of a wide range of national and DoD sexual assault prevention and response program initiatives, policies, and procedures is required in order to develop ANG policy.
3. Expert knowledge of the processes in order to communicate ideas and receive guidance from the senior leadership of the ANG.
4. Expert knowledge of special victim unit investigations of sexual assault and the best practices implementation options, procedures, and functions within the status capabilities under state statutes.
5. Skill in the identification and application of the latest management concepts and techniques of programs is required in order to develop and evaluate policies and procedures, study and analyze concepts, extend existing principles to new and unusual initiatives, conduct unprecedented studies, and prepare advisory materials on matters of ANG and DoD-wide importance.
6. Ability to coordinate high-level meetings, conferences, and multi-organizational activities.
7. Effective oral and written communication skills are critical for mission success for incumbent to provide briefings and compose correspondence as required.
8. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions.
9. Ability to supervise employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employees and skill to teach marketing techniques to employees.
10. Ability to communicate effectively, both orally and in writing, using a high degree of tact and diplomacy, to prepare and present surveys, reports, proposals, and press releases.

You will receive credit for all qualifying experience, including volunteer experience.

  • ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires agencies to treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD214, assuming the service member is otherwise eligible.
