The Office of Advanced Fossil Technology Systems is responsible for formulating, developing, planning, and administering broad and complex research, development and demonstration programs directed toward technology development and demonstration of advanced technology for commercialization of coal-based power systems by the private sector.

Responsibilities

As an Interdisciplinary General Engineer/Physical Scientist, you will:
  • Plan and direct all major program decisions for coal processing and rare earth elements systems and is an expert in the development, coordination, and integration and performance evaluation of coal processing systems and rare earth minerals research.
  • Establish and implement the strategy and approach in the areas of responsibility and provides expert advice and recommendations to the Division Director or other senior management on program matters.
  • Oversee the Coal Processing and Rare Earth Minerals Research Program's efforts in ongoing and new studies to identify trends and to forecast directions in coal processing and rare earth element technologies, markets, externalities, and in competing technologies for clean energy systems.
  • Establish the goals and objectives for the Coal Processing and Rare Earth Elements Research Program, and utilizes a sound technical background in areas of expertise to continuously evaluate state-of-the-art systems and concepts for the purpose of developing the needs and opportunities for the Coal Processing and Rare Earth Elements Research Program to carry out the DOE mission.
  • Oversee the preparation of budget formulation materials within the Coal Processing and Rare Earth Elements Research Program, articulates rationale for budget priorities, and negotiates the defense of the Administration's budget within areas of responsibility.
  • Provide expert input and feedback in various agency and interagency meetings and forums including panels, round-table discussions, outreach and focus group meetings, and brain storming sessions with other recognized experts on a variety of technical and policy subject matters related to or bearing on the Coal Processing and Rare Earth Elements Research Program.

Qualifications

To be eligible for the General Engineer/Physical Scientist at the GS-13/14 grade level, you must meet both the education and specialized experience requirements. YOU MUST SUBMIT TRANSCRIPTS in your application package.

SPECIALIZED EXPERIENCE REQUIREMENTS:
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

For the GS-13, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service in one or more of the following areas:

Experience assisting in managing applied research and development (R&D) activities for fossil or subsurface energy technologies that are applicable to coal processing and/or critical minerals extraction to include developing new and/or experimental technologies and/or processes, in order to improve and produce high value products from coal and processing and concentration of critical minerals from coal and coal byproducts.

For the GS-14, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service in one or more of the following areas:

Experience managing applied research and development (R&D) activities for fossil or subsurface energy technologies that are applicable to coal processing and/or critical minerals extraction to include developing new and/or experimental technologies and/or processes, in order to improve and produce high value products from coal and processing and concentration of critical minerals from coal and coal byproducts.

  • Ability to develop, direct, and evaluate a major research, development, and demonstration program in coal processing and rare earth minerals.
  • Knowledge of the principles and practices of making carbon products from coal and improving US coal value for export.
  • Knowledge of coal upgrading technology used to simplify coal power emissions and aid in power plant efficiency improvement while lowering criteria pollutant emissions on a mega-watt basis.
  • Knowledge of engineering or scientific principles, concepts and practices such that the incumbent is capable of incorporating the application of both new developments and experienced judgment simultaneously to solve novel and obscure problems.
  • Ability to extend and modify existing techniques and develop new approaches for use by other engineering or physical science specialists in solving a variety of complex and novel scientific and engineering problems.

    Education

    This position has positive education requirements.

    General Engineering Basic Requirements: Degree: Professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    Physical Scientist Basic Requirements: Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
