Summary

The Council of the Inspectors General on Integrity and Efficiency (CIGIE) serves the community of Inspectors General through its mission to address integrity, economy, and effectiveness issues that transcend individual Government agencies; and increase the professionalism and effectiveness of personnel by developing policies, standards, and approaches to aid in the establishment of a well-trained and highly skilled workforce in the offices of the Inspectors General.

Responsibilities

Duties include but are not limited to the following:
  • Reviews and analyzes requests for procurements, revising the scope of work, drawings or specifications as necessary.
  • Ensures that all required training and FAC-C Level II certification is kept current in FAITAS.
  • Prepares solicitation documents, such as cost accounting standards, requirements for technical proposals with appropriate weighting factors, cost escalation factors, socioeconomic programs, etc.
  • Determines procurements to be awarded.
  • Solicits proposals from non-profit agencies.
  • Performs cost and/or price proposal analyses.
  • Develops negotiation plans; holds conferences; and conducts discussions and negotiations with contractors.
  • Negotiates modifications, determining contract cost changes, price adjustments, progress, partial and final payments.
  • Issues termination notices; reviews settlement proposals; and develops the Government's position with respect to contractor claims.
  • Other duties as assigned

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

To be eligible for this position, you must meet one of the Basic Requirements AND the Additional Qualification Requirement.


Basic Requirements: Successfully completed a 4-year course of study leading to a bachelor's degree, in any field, from an accredited institution of higher education. Note: You must submit copies of your transcripts.OR

Completed at least 24 semester hours (or equivalent) in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management. Note: You must submit copies of your transcripts.OR

Currently employed in a GS-1102 position at any grade GS-05 through GS-12 and have been since January 1, 2000. Note: You must include a copy of your SF-50(s) with your application package to support this response..AND

Additional Qualification Requirements:

GS-11:

Have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal Service. Examples of specialized experience would typically include, but are not limited to: skills in drafting, writing, and posting contract solicitations, experience in contract pre-award, administration, firm fixed price contracts, indefinite delivery/indefinite quantity (IDIQ) contracts, purchase card holder, federal socioeconomic and labor policies and regulations, and close out process skills are highly desired.OR

Completed three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: Applicants must submit a copy of their transcripts for verification.OR

An appropriate combination of graduate level education and specialized experience as defined above. Note: Only graduate education in excess of two years (36 semester hours beyond the Master's degree) may be combined with experience. To compute, first determine your total qualifying experience as a percentage of the experience described above; then, determine your total qualifying graduate level education as a percentage the education required. Finally, add the two percentages. The total percentage must equal to at least 100%. Note: You must submit copies of your transcripts.

Work Environment:
Work is performed primarily in an office setting, with occasional visits to construction sites. Travel to contractor's facilities and work performance sites may require special safety precautions or severe weather protection, such as protective clothing or gear such as masks, coveralls, coats, boots, hard-hats, goggles, gloves or shields.

Additional information

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the following categories to be eligible.

1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. This includes applicants who have not previously held, or currently hold this position and grade with the same promotion potential as announced for this announcement. You must submit an SF-50 that shows competitive service eligibility to be considered.

2. A Veteran applying under the Veterans Employment Opportunity Act (VEOA), must submit a copy of your DD-214 showing an honorable discharge to be considered. To be eligible, a veteran must be honorably separated and either a preference eligible or have substantially completed 3 or more years of active service. NOTE: Current employees applying under VEOA must submit a qualifying SF-50 to show they meet time-in-grade requirements.

3. A 30% or more Disabled Veteran. You must submit your DD214, a completed SF-15, and letter from the VA dated 1991 or later to be considered.

4. Military spouses are eligible if their spouse: 1) is an active duty member of the Armed Forces; 2) is a member of the Armed Forces who retired or separated with a disability rating of 100 percent; or 3) died while in active duty. Please submit supporting documentation to be considered (e.g. active duty orders, marriage verification, SF-15, DD-214, disability letter from VA, etc.)

5. Schedule A: Documentation of eligibility under Schedule A can be obtained from a licensed medical professional; a licensed vocational rehabilitation specialist (i.e. state or private); or any Federal agency, state agency, or agency of the District of Columbia or a U.S. Territory that issues or provides disability benefits. This letter must be separate from any Veterans Preference documentation.

6. A Former Peace Corps or VISTA Volunteers Appointment. Please submit documentation to be considered.
