Summary

This position is located in the Office of the Chief Technology Officer within the Office of Financial Research, and has been created in response to a need for expertise in cloud systems engineering and management. The incumbent serves as a Cloud Engineer, and is responsible for initiating, overseeing, and evaluating projects and advising management concerning the future of OFR's IT infrastructure strategy, roadmap, architecture, and engineering in the cloud.

Responsibilities

As a IT Specialist (ENTARCH) (Cloud Engineer) , you will:

- Provide expert technical recommendations on the migration of on-premises workloads and applications to cost-effective cloud-based architectures that maintain efficient performance, reliability, and security.

- Deploy configuration changes following DevOps principles including continuous integration and deployment (CI/CD), code management with Git, and peer review of changes through pull requests by following the principles of Infrastructure as Code utilizing technologies as AWS CloudFormation or Terraform.

- Evaluate cloud service providers such as Microsoft Azure, O365 and Amazon Web Services (AWS) and leveraging the different technologies (i.e., Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and Software as a Service (SaaS)).

- Lead and shepherd cloud-based projects from inception to completion and serve as the subject matter expert on existing and emerging cloud services and architectures for the purpose of advising OFR management concerning future plans for efficient data storage and maintenance.

- Develop cloud Standard Operating Procedures (SOP) and Concept of Operation (ConOps) documents and architectural artifacts in compliance with the Federal Enterprise Architecture Framework (FEAF).

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the OR-60, (GS-14 equivalent): For the OR-60 (GS-14 equivalent), you must have 52 weeks of specialized experience at the level of difficulty and responsibility equivalent to the OR-53 (GS-13) level or equivalent.

Specialized experience is defined as experience architecting a cloud platform or environment for application modernization/migration efforts or new application development. AND
- Experience in developing cloud based infrastructure with code; AND
- Experience managing cloud based projects such as; utilizing project management/planning tools and standards, coordinating project resources, and communicating with senior management; AND
- Experience deploying enterprise level application in the cloud including a thorough understanding of cloud cost models and application migration.


In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.
