Summary

About the Position: This is a permanent position with Headquarters, US Army Corps of Engineers (HQUSACE), Directorate of Civil Works.

Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

Responsibilities

  • As Senior technical expert, coordinates and implements the national program regulatory guidance on aquatic resources, wetlands, mitigation, Clean Water Act Sec 404(b)(1) Guidelines, Natl Environ Policy Act, and legal requirements.
  • Develops national policy based on current issues, program needs and implementation problems, used by Corps Districts to ensure consistent application of policy nationwide.
  • Develops national policy for use by Districts in conjunction with the Corps Regulatory Program regulations.
  • Answers inquiries regarding existing policy and conducts oversight of Corps field offices, providing clarification of existing and new proposed guidance of the Regulatory Program.
  • Reviews and evaluates policy and regulatory statutes, Section 404 Clean Water Act, Section 10 Rivers and Harbors Act of 1989, Section 103 Marine Protection, Research, and Sanctuaries Act of 1972, Coastal Zone Management Act, etc.
  • Coordinates negotiations of the current Corps position on policy issues with representatives of various agencies, i.e. Environmental Protection Agency, U.S. Fish and Wildlife Services, National Marine Fisheries Service, Depart. of Agriculture, etc.
  • Represents the organization at various agency and interagency meetings, conference, and congressional and public hearings to present briefings and technical papers; discusses, coordinates, and formulates Regulatory Program policies and guidance.
  • Develops and presents training requirements to personnel of HQUSACE and Corps Field Activities relating to the most recent technical and Regulatory Program policy and guidance.


Travel Required

Occasional travel - Temporary Duty (TDY) or business travel is required 10% of the time to meet with higher echelon, senior leadership and other stakeholders to discuss policy issues, legislation, regulations governing civil works and navigation matters.

Experience required at GS-13: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: planning and developing regulatory policies and regulations for assigned program area and of legislative programs; clarifying regulatory program policy to congressional representatives in response to written and verbal inquiries; representing organizations at various agency and interagency meetings and conferences to present briefings and technical papers; participating as an instructor in regulatory training courses; interpreting applicable policies, legislation and techniques to develop innovative approaches to solve complex regulatory issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Experience required at GS-14: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: developing national regulatory policies to guide districts and field operating activities in effective program execution; recommending revisions to existing legislation required to clarify applicable authorities; providing technical expertise in interpreting and implementing national program regulatory guidance on wetlands, mitigation, and water quality issues; developing, revising, and implementing immediate and long range goals, objectives, plans and schedules to meet substantial changes in legislation, program authorities, and funding. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
