Responsibilities

The Federal Energy Regulatory Commission is looking for an experienced senior level executive to serve as the Director, Division of Pipeline Certificates in the Office of Energy Projects. The position is located in the Washington Office, and major responsibilities include providing vision and leadership in the development and execution of overall policies, programs and issues associated with the Commission's natural gas program.The Federal Energy Regulatory Commission assists consumers in obtaining reliable, efficient, and sustainable energy services at a reasonable cost through appropriate regulatory and market means. --Serves as the Director of the Division of Pipeline Certificates (DPC) with the primary responsibility for the supervision and management of the Division.

--Provides vision and leadership in the development and execution of overall policies, programs and issues associated with managing natural gas infrastructure projects, including proposals to construct, operate, and abandon pipeline, underground storage projects, and LNG import and export facilities, proposed by natural gas companies under sections 3 and 7 of the Natural Gas Act.

--Manages Division staff in a manner that exemplifies and promotes five leadership behaviors: communication, setting direction, implementation and achievement, fostering and promoting teamwork and building trust and commitment.

FERC has a certified SES Performance Appraisal System. The salary range for each SES position is determined by the level of responsibility and duties of the incumbent.

Qualifications

To qualify for this position, you must address the following Mandatory Technical Qualifications questions.

Mandatory Technical Qualifications:

1. Demonstrated ability to work effectively with all levels of staff, as well as applicants, public officials, non-government organizations, citizens' groups, and state and other federal agencies to identify and resolve contentious project-related issues.

2. Expert knowledge of and experience with interpreting and analyzing complex regulations, rulings, and statutory requirements relating to natural gas facilities and creating and implementing related regulatory initiatives and innovative procedures.

3. Demonstrated experience in reviewing applications pursuant to the Natural Gas Act.

For this position, specialized experience is defined as: You must have specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. This level of experience must demonstrate progressively responsible experience in the leadership/executive and technical areas.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the Executive Core Qualifications in addition to the Mandatory Technical Qualifications. When describing your technical qualifications, please give examples and explain how often you used your skills, the complexity of the knowledge you possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc.
