Summary

Located in the Armed Forces Retirement Home (AFRH)/Director & Staff/Support Staff Admin/Business Center/Washington DC, this position assists the senior specialists in ensuring that all financial operations are performed properly at each campus, making user fee determinations, and offering other assistance to Residents.

As a GS-09 Financial Analyst, you will:
  • Perform administrative and analytical duties related to accounts receivable, collections and aging activities. Act as liaison between the Business Center and the AFRH Residents to ensure timely submission of financial information is process in the health care database for billing accuracy.
  • Complete monthly billing of the AFRH Residents in accordance with the contractual agreement set forth by the AFRH. Perform monthly reconciliation functions to ensure accuracy of the financial reporting period.
  • Ensure checks and cash are deposited in accordance with the AFRH policies and procedures. Reconcile cash twice a week, researching and resolving any differences in a timely manner.
  • Review accounts receivable aging report for discrepancies, resolving issues, and make adjustments as needed. Identify delinquencies and roll up findings to a managerial report with an action plan in place.
  • Provide assistance to Senior Financial Analyst in preparing subsidiary reports for financial presentations. Extract and manipulate data from financial systems or databases to provide analysis to management.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

- Performing administrative and analytical duties related to accounts receivable, billing and collections. AND
- Applying Agencies / Organizations policies and procedures in relation to commonly used budget or financial practices.

OR
Education: Master's or equivalent graduate degree
, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., with a Major course of study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

You may qualify by a combination of experience and education. Combining Education and Experience: When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify for that grade level. (For example: the completion of 50% of the requirements for a Masters and 6 months of specialized experience equivalent to the GS-07.) Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-09.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

CONDITIONS OF EMPLOYMENT:
