Responsibilities

Serves as a first-level supervisor directing the efforts of a moderately-­sized staff of HR specialists engaged in performing any or all of the following duties and responsibilities, in carrying out the Division's assigned mission.
  • Provide comprehensive labor-management-employee relations support to assigned organizations.
  • Provide overall advice and assistance on management-employee relations, discipline, adverse actions, grievances, performance management and recognition, employee counseling, and related functions.
  • Advise managers and supervisors on the appropriate actions to take in response to instances of employee misconduct or poor performance.
  • Assist the General Counsel in preparing and presenting cases to the Merit Systems Protection Board (MSPB) or assist the Labor Relations Specialist through the arbitration process.
  • Reviews and certify to the adequacy and accuracy of position descriptions for subordinate employees.
  • Performs HQ and store-level labor relations functions, including advising and assisting managers and supervisors with the appropriate recognized labor organizations, changes in conditions of employment, impact and implementation bargaining, and assists with supplemental contract negotiations.
  • Plans, programs, supervises, and coordinates the overall functional responsibilities and mission activities for the assigned functions.
  • Prioritizes and distributes workload to ensure effective and expeditious accomplishment of priority mission requirements.
  • Supervises a staff of specialists performing employee and labor relations work.

To qualify for this position, applicants must possess one year of specialized experience equivalent to the GS-12 level by the closing date of this announcement. Education may not be substituted for specialized experience.

In addition to meeting the qualifications outlined above, you must also meet the following requirements:

In addition to meeting the qualifications outlined above, you must also meet the following requirements:

Time after competitive appointment: Candidates applying under merit promotion must have completed three months of civilian service after a competitive appointment by the closing date of the announcement. (5 CFR 330.501)

Time-in-Grade: Current or previous federal employees must have held a permanent appointment in the competitive or excepted service for a minimum of 52 weeks at the GS-12 (or equivalent) level to be eligible for the position by the closing date of the announcement.

Examples of specialized experience include:
  • Advises management in the labor relations area on the need to consult and/or observe the general bargaining unit agreements, labor organizations, bargaining unit status determinations, basic employee rights/privileges, principles of labor management, status of laws and regulatory requirements, and appropriate representation.
  • Assist in the development of Agency/HQ labor relations policies or positions in third parties proceedings before entities such as the Federal Labor Relations Authority (FLRA) and the Federal Service Impasses Panel (FSIP).
  • Assists and/or serves as the management advisor in unfair labor practice (ULP) charge processing, negotiability disputes and other third party proceedings.
  • Assist the General Counsel in preparing and presenting cases to the Merit Systems Protection Board (MSPB) or through the arbitration process.
