As Director, Division of Mechanical Maintenance (DMM) plans, directs coordinates and supervises building operations, contract administration, financial and personnel management, building maintenance, space utilization and renovation and repair and improvement activities for SSA Headquarters Buildings.

Responsibilities

  • Directs and evaluates all operation activities to assure that occupants receive the proper level and kind of building services necessary to perform their critical operations.
  • Provides leadership to subordinate supervisors and employees and serves as the technical advisor to upper level managers on the full range of issues specific to DMM.
  • Serves as principal advisor to the Office Director and Associate Commissioner, OFLM on all matters related to the ongoing operations and management of the main complex.
  • Develops long-range plans to ensure the integration of main complex objectives with the Agency's initiatives.
  • Provides leadership to subordinate staff, grades WG-03 through WS-14 and GS-05 through GS-13 and serves as advisor to upper level management on the full range of operations, administrative and/or personnel management issues.
  • Position located in Office of Facilities and Logistics Management (OFLM), Office of Buildings Management (OBM), Division of Mechanical Maintenance (DMM)

Qualifications

You must have at least 52 weeks of *Specialized Experience as described below. This experience must have been gained in a federal position at or above GS-13 OR (if your position/experience is in another federal pay scale or outside of federal service) by performing duties at a level equivalent to those performed in a federal position at or above GS-13. This specialized experience must have provided you with the specific knowledge, skills and abilities to perform the functions of this GS-1176-14 Building Manager position.

*Specialized Experience should primarily consist of work directly related to coordinating and overseeing large-scale building management and operations programs (e.g., developing and implementing overall plans to promote and monitor occupant safety and comfort, such as space utilization, energy conservation, safety, fire and security protection and comprehensive buildings and grounds maintenance programs, including activities to provide specific building services such as heating-ventilating-air conditioning (HVAC), elevator, plumbing, telephone, parking and cafeteria services.

Duties should include directing and administering a comprehensive buildings management program which consists of coordinating activities to provide specific services for building improvements, updates, repairs and construction (e.g., heating, ventilating and air conditioning, plumbing, electrical, carpentry, building maintenance, audio-visual services, painting and conference room reservation services); developing specifications for repair and/or improvement projects, including budgetary/financial proposals, manpower requirements/personnel management and material needs; developing statements of work, monitoring performance of tasks and completing final inspections and acceptance of completed work; and maintaining property records. Performance of facilities maintenance and/or repair work related to a specific trade is not sufficient to meet this requirement.

NOTE: Duties of this nature should be typical of your everyday work. Your performance of duties relevant to the specialized experience must be clearly and specifically described in your resume. Experience from participation in a special project or workgroup is not creditable unless that experience equals 52 weeks at the required grade level.

Performance of duties that do not meet the requirements of the Specialized Experience statement (above) will result in a rating of ineligible. If your experience is in a federal position, you must state the grade and pay scale of that position in your resume.

You cannot be credited for federal experience unless you clearly show your pay scale and grade level at the time the experience was gained, as well as the dates you were at each grade level. You must be very specific in describing the duties you perform (or performed) at the required grade level. If your federal pay scale and grade level is not specified with your relevant federal experience you may be eliminated from further consideration. If you combine career-ladder experience into a single description of duties, you may be eliminated from consideration based on failure to clearly document the required experience at the required grade level for the required period of time. It is suggested that you separate experience at or above GS-13 (or equivalent) from all other grade-level experience (even if that experience was part of a career-ladder position). Likewise, if your experience was gained outside of federal employment, list each position separately (including the full dates you worked at each position and the duties you performed).

Grade Requirements :

Federal applicants for promotion must have at least 52 weeks in a GS-13 position OR (if your position is not covered under the GS pay scale) 52 weeks in a position equivalent to GS-13.

Applicants in a Federal Wage Schedule position (e.g., WG, WL or WS) must apply for promotion (e.g., choose Promotion as your Eligibility at the beginning of the online questionnaire), but the time-in-grade requirement does not apply. FWS applicants must still meet the Specialized Experience requirement (e.g., 52 weeks performing qualifying duties at a level equivalent to GS-13), as well as appointment type and performance appraisal requirements.
