The Judicial Services Office (JSO) serves as a liaison, consultant, advocate, and resource for federal judges and handles matters arising within the Administrative Office (AO) and with the Federal Judicial Center (FJC), the U.S. Sentencing Commission (USSC), executive and legislative branches of the federal government, the public, and others.

Responsibilities

The Chief, Judicial Services Office (JSO), provides oversight, supervision, coordination, and support for judges and chambers staff. The ideal candidate will have high-level knowledge and skills to serve as the subject matter expert and agency's primary source for providing support and assistance regarding policies and activities that impact all areas of the judicial services to include but not limited to:
  • Providing oversight and leadership to office staff in support of programs related to appellate, district, bankruptcy, and magistrate judges and chambers staff.
  • Managing the day-to-day operations of JSO, including supervising the division chiefs, and managing the budget, policy, and other resource requirements.
  • Accomplishing work through delegation, mentoring, and coaching staff, aligning duties with staff strengths, and supporting a team environment that fosters respect.
  • Establishing priorities, identifying solutions, developing short and long-range program and project milestones and timelines, and ensuring deadlines are met and services align with mission requirements.
  • Serving as principal management staff support to the Judicial Conference Committees on the Administration of the Bankruptcy System, Administration on the Magistrate Judges System, Intercircuit Assignments, International Judicial Relations, and support for relevant advisory and working groups.
  • Providing high level customer service and support with responsibility for identifying and resolving issues, participating in the development and delivery of a full range of customer services that address changes in requirements, exploring ways to enhance the level of services and support provided, and staying abreast of customers' current and long-range mission requirements.
  • Preparing and presenting, orally and in writing, briefings and documents related to judges' programs to judges, committees, senior leadership, and others.
  • Serving as an expert on matters relating to judges and chambers, including working on or leading the efforts of various committees, working groups, and other ad hoc teams, and advising on proposed or pending legislation impacting these programs.
  • Coordinating with other government agencies on program and initiatives related to judges' programs.
  • Attending and participating in meetings conducted by and on behalf of the Associate Director.
  • Working on AO intra-agency operations, planning, initiatives, communication, cooperation, strategic planning, and providing reports in support of the AO's mission to support judges and chambers staff.

  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Bar Membership : Applicants must currently be an active member in good standing of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico or a federal court of general jurisdiction. Applicants are responsible for citing minimum qualifications such as J.D. and bar membership information (institution name, state(s) for bar, and dates) on their respective resumes. Failure to supply details will constitute an incomplete application. All qualification requirements must be met by the closing date of this announcement.

    Post J.D. Experience : Applicants must also possess at least five years of post J.D. experience.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience equivalent to the GS-15/JSP-15/CL 31/PB 2F level which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience overseeing and coordinating judicial, legislative, or executive support nationwide with significant experience managing program related budgetary, personnel, and procurement and with a record of effectively collaborating across functional lines and with internal and external stakeholders.

    Desired, but not required: Experience with (or providing) judicial support.

    Additional Assessment: Applicants who meet the specialized experience requirements also will be assessed on the Executive Core Qualifications (ECQ). A narrative response for each Executive Core Qualification is Mandatory. A space will be provided in the online assessment questionnaire. Exception: Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ) .Executive Core Qualifications (ECQs): A narrative response for each of the following qualifications is mandatory.

    Education

    Applicants must possess a law degree (J.D.) from a law school accredited by the American Bar Association (ABA). Qualifying education must have been obtained from an accredited college or university recognized by the Department of Education.
