THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a HR SPEC (EMPLOYEE BENEFITS), Position Description Number D1029000 and is part of the MD HRO, National Guard.

This is an indefinite position that may become permanent without further competition.

Responsibilities

As an HR Spec (Employee Benefits), GS-0201-09, you will manage and administer a variety of personnel programs, advise management and counsel employees on such programs as health and life insurance, leave, Thrift Saving Plan (TSP), physical capability requirements and the Federal Employees Compensation Act (FECA). Manage, administer and provides advice and assistance on compensation/pay programs including hours of duty, premium pay, and technician security clearances. Conduct program analysis to determine activity trends and compliance with program requirements. Manage the leave donor program. Provide interpretation of Office of Personnel Management (OPM) and National Guard Bureau (NGB) regulations on political activity and standards of conduct.

Analyze, interpret and clarify policies, directives and other issuance by OPM, NGB, and DoD for statewide application. Develop instructions pertaining to technician personnel administration matters and makes recommendations to the HRO, staff directors and major unit commanders to ensure compliance with requirements. Responsible for administering the benefits program and provides advice to managers, supervisors, and individuals who plan to enter on military duty about provisions of the law covering the Uniformed Services Employment and Reemployment Rights Act. Responsible for the accurate and timely processing of personnel actions, Notification of Personnel Action (SF-50) for separations, within-grade increases, awards, etc., to include completion of supporting forms, records and documents Ensures personnel actions are processed and copies are distributed to the appropriate supervisors and employees. Conducts internal audit of personnel actions processed to ensure compliance with regulatory and legal requirements. Responsible for the maintenance and security of the Official Personnel Folders (OPFs) ensuring that content meets regulatory requirements and are safeguarded under the Privacy Act of 1974. Ensures information coded into the Defense Civilian Personnel Data System is accurate and timely. Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

Military Grades: E-6 (SSG) and below

Compatible Military Assignments: 42A

GENERAL EXPERIENCE : Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE : Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.

This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

-Knowledge of, and skill in applying a wide range of HR concepts, practices, laws, regulations, policies and precedents sufficient to provide state level comprehensive employee benefits HR management advisory and technical services on substantive organizational (ANG and ARNG) functions and work practices in assigned programs.

-Ability to interact with all levels of management and labor unions as a strategic business partner in the delivery of benefits and entitlements requiring a broad approach and intensity of analysis.

-Ability to deal effectively with key management officials on highly controversial employee issues and decisions. Requires an understanding of the relationship between management needs and National Guard goals and objectives.

-This position requires a broad approach and intensity to resolve complex problems and issues when guidelines are not directly applicable.

-Knowledge of the rules and procedures that apply to National Guard full-time employees, i.e., dual status (DS)/non-dual status (NDS), Active Guard Reserves (AGR), Active Duty Special Work (ADSW), etc.

-Ability to develop and present employee programs and policies to management and employees, and assist them in gaining acceptance and understanding of findings and recommendations.
