Summary

The Office of Construction and Facilities Management (CFM) is responsible for the planning, design, and construction of all major construction and major lease projects for the Department. CFM provides policy oversight for Architect/Engineer and Major Construction contracting and Real Property contracting and ensures comprehensive and effective facilities acquisition process and procedures nationwide.

Responsibilities

The responsibilities include, but not limited to:
  • Oversees and directs program activities for one of the six major organizational elements within the Office of Construction & Facilities Management.
  • Serves as the principal advisor to the Executive Director (CFM), providing policy oversight for A/E & construction contracting, real property contracting, and Federal Acquisition Certification - Contracting (FAC-C) program management; and ensures creative, comprehensive and effective facilities acquisition processes and procedures nationwide.
  • Develops policy and guidance for the oversight of contracting support for VA's construction program. This includes oversight of A/E and Construction Contracting policy and procedure, real property contracting policy, and oversight of FAC-C program management, which includes the warrant program, acquisition training management, and acquisition training standards.
  • Oversees policy and procedure for the development, negotiation, and approval for all contracts for VA construction projects. Ensuring adherence to the competitive bidding process procedures as mandated by government, that projects are managed soundly, with good judgment, and with a positive approach in order to deliver state-of-the-art facilities for the nation's veterans.
  • Provides oversight of FAC-C program management in order to ensure establishment of core requirements for education, training, and experience for VA contracting professionals having involvement with VA construction projects.
  • Oversees programs to support operational assessment and performance metrics usage to ensure facility resource enterprise success. Oversight will ensure integrity of internal assessments, audits, performance measures, and reporting to improve the efficiency and effectiveness of business lines.

Qualifications

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit a written narrative response to the following ECQs. Your narrative must address each ECQ separately. TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

TQ1: In depth knowledge of Federal acquisition practices, policies, regulations, and public law.

TQ2: The incumbent must possess knowledge and experience in analyzing complex programs and devising highly successful acquisition requirements. Inherent to this qualification is the demonstrated ability to asses and prioritize customer needs, to develop with management a strategy to address those needs and organizational plan to execute the strategy.

Education

BASIC AQUISITION REQUIREMENT

To meet basic requirements for the 1102 series, applicants must have completed a course of study leading to a bachelors degree, that included, or was supplemented by, at least 24 semester hours in any contribution of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management. COPIES OF TRANSCRIPTS MUST BE PROVIDED AS PROOF, CANDIDATES WHO DO NOT PROVIDE PROOF WILL NOT BE CONSIDERED.

AQUISITION CERTIFICATION

Applicants must possess or be eligible for Level III certification by the Federal Acquisition Institute (Federal Acquisition Certification-Contracting (FAC-C)), Department of Defense Acquisition Workforce (Defense Acquisition Workforce Improvement Act (DAWIA) Certification in Contracting), or industry equivalent.
