Responsibilities

As a Supervisory Operational Risk Quality Officer, you will:
  • Advise the Associate Deputy Assistant Secretary (ADAS) for the Office of Risk Management and Regulatory Affairs and the Office Director and/or other management as designated by DAS/ADAS regarding FHA's operational risk exposures, risk management practices, risk assessments, and risk mitigation strategies.
  • Measure, monitor and mitigate operational risks for FHA, including (a) internal procedures and employee failure to comply, (b) systems IT failure, (c) internal fraud unauthorized and intentional activity by internal personnel, (d) people loss of key personnel, (e) legal judgments, (f) public policy legislation affected revenue generation/reserves and (g) regulatory compliance.
  • Manage the development of operational risk policies and procedures, governance framework, risk assessment, risk screening and risk mitigation, produce gap analyses, business process analyses and strategic process improvement, provide change management leadership, develop comprehensive internal audit plans including clear scope, objectives and milestones to evaluate efficiency and effectiveness of the control infrastructure and to strengthen process, system and governance controls and frameworks. Implement operations risk remediation programs.

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA) , the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

The Office of Risk Management provides independent assessments of emerging and existing risks, communicates substantiated evaluation of risks, as well as recommends risk management strategies and risk mitigation tactics to FHA, its partners, customers and constituents in order to strengthen consumer confidence in the Federal Housing Administration Programs, while increasing capital reserves.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-15, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience includes experience performing risk assessment, risk screening, risk mitigation, business process analyses and strategic process improvement. Examples of such experience could include:
- Risk identification, prevention and mitigation of fraud; OR
- Assessment of practices analyzing operational risks (people, process, technology) and implementing remediation strategies in relation to regulatory compliance. This includes developing internal audit plans and evaluating control infrastructure that is sanctioned by current governance structure.
