This position is located in the Division of Administration (DOA), Corporate Services Branch of the Federal Deposit Insurance Corporation in Washington, D.C.

Salary reflects a pay cap for this position of $273,400.

Responsibilities

  • Advises and provides consultation to senior most leadership including the Chairman, Deputy to the Chairman and Chief of Staff, Chief Operating Officer and others. Represents the FDIC with other government agencies and private organizations. Develops and articulates the Corporate Services Branch (CSB) policy.
  • Provides leadership and direction on facilities management, operation and maintenance, lease acquisition and management, space design and planning, physical and personnel security, insider threat, counterintelligence and intelligence programs, building and employee services such as library and information reference services, warehousing, event planning and support, graphics and printing, mail and distribution services, transportation, records, electronic information and document management, and other related support functions.
  • Builds cohesive, diverse, effective and efficient teams, ensuring all applicable operating programs are administered efficiently and effectively. Sets performance standards, develops and conducts ongoing program evaluations.
  • Establishes and maintains effective and collaborative working relationships with senior-most FDIC leadership, Headquarters' managers and staff, managers and staff in the regional and field offices, and officials and representatives in the federal and private sector to accomplish the FDIC, DOA and CSB objectives.
  • Conducts strategic planning, determines the goals and objectives of CSB to ensure support of the FDIC's programs and activities.
  • Conducts cost/benefit analyses and submits multi-million dollar budgets. Analyzes and evaluates complex proposals and recommendations in light of supporting documentation and other available data. Develops and presents business cases to senior-most leadership.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. In order to qualify, applicants must have one year of executive-level specialized experience in a government agency (equivalent in the federal government to CG/GS-15 or above) or private industry. Specialized experience is experience leading comprehensive agency-wide programs accountable for two or more of the following areas: security and emergency preparedness; oversight of corporate services contracts; facilities management; lease acquisition and management; space design and construction or general support services.

FDIC Executive Managers (EMs) are in the Federal competitive service and not the Senior Executive Service (SES). As an EM at the FDIC, you will provide executive leadership and managerial direction over substantive activities related to planning, developing, executing, and coordinating the Corporation's programs and policies.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Ability to direct and oversee a facilities management, operation, and maintenance program and knowledge of applicable Federal laws, rules and regulations related to these functions.
  • Ability to direct and oversee a building lease acquisition and management program and a variety of space design, build-out and planning activities, and knowledge of applicable Federal laws, rules and regulations related to these functions.
  • Ability to direct and oversee a physical and personnel security program including business continuity and emergency preparedness activities and knowledge of applicable Federal laws, rules and regulations related to these functions.
  • Ability to direct and oversee a variety of building and employee services programs such as library and information reference services, warehousing, event planning, graphics and printing, mail services, transportation, records, electronic information and document management, and other related support functions, and knowledge of applicable Federal laws, rules and regulations related to these functions.
  • Ability to oversee a network of contract oversight managers to ensure that contracted programs and activities are conducted in an efficient, cost-effective manner that ensures the terms and conditions of the contract are met.
  • Ability to establish and maintain effective and collaborative working relationships with senior-most FDIC leadership and others at Headquarters, in the field and officials and representatives in the private sector.
  • Knowledge of resource management principles and procedures such as planning, budgeting, scheduling, coordinating and utilizing resources, money and material.
  • Knowledge of acquisition methodologies of government institutions including financing and cost accounting practices.
  • Ability to make effective oral and written presentations to executive level management in both government and private organizations.
  • Skill in building and motivating strong cohesive teams and providing direction to subordinate supervisors and staff in effectively and efficiently accomplishing the mission.
