Summary

About the Position: Program Executive Office Command Control Communications- Tactical (PEO C3T), headquartered at APG, MD develops network-centric C3T systems for the digitized Army and fields Joint C3T systems to provide an integrated information system of systems seamlessly linking every sensor, shooter, commander and support to create a common view of the battlefield. This is a high level supervisory position, managing a portfolio of Army Tactical Radios.

Responsibilities

  • Serve as the Supervisory Product Support Manager (PSM) for assigned acquisition program reporting directly to the Program Executive Officer, Project Manager, or Product Manager. Conducts appropriate cost analyses to validate the product support strategy, including cost-benefit analyses as outlined in Office of Management and Budget Circular A-94. Periodically reviews product support arrangements between the product support integrators and product support providers to ensure the arrangements are consistent with the overall product support strategy. Participates in systems engineering, test, cost, and risk management integrated product teams.
  • Provide overall direction and guidance for the development and implementation of a comprehensive and cost-effective product support strategy for the materiel system throughout the acquisition life cycle.
  • Develop or identify training/requirements to assure availability of technical or managerial expertise in an increasingly complex environment. Assigns work, determines staffing needs, assures economical utilization, and effectively manages position structure. Assesses organizational strengths and weaknesses and supports open relationships, team building, feedback, and related productivity factors.
  • Keep informed of current developments in the field by studying technical literature, attending and participating in meetings and training, and through correspondence with other professionals.Communicates & synchronizes product support activities w/ key stakeholders during all lifecyclephases. Keeps abreast of all actions, studies, and projects being carried out by DoD and DAelements that affect product support and product support strategies.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Leading the planning and development of integrated product support for materiel acquisition programs outlined in Army and DoD regulations; 2) Developing and authoring acquisition logistics products/documents and ensuring key stakeholder management agree to the concepts; and, 3) Providing authoritative advice on integrated production support throughout all phases of the acquisition lifecycle. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03/GS-13 equivalent.

You will be evaluated on the basis of your level of competency in the following areas:

Education

Education requirement for membership in the Acquisition Corps:
1) Baccalaureate degree from an accredited educational institution (you must submit your transcripts)
or
2) Possess significant potential for advancement to levels of greater responsibility and authority
And
At least 24 semester credit hours of study at an accredited institution of higher education from among the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
or
At least 24 semester credit hours of study at an accredited institution in the individual's AT&L Career Field and either 12 semester credit hours from among the above-listed disciplines or training in these disciplines equivalent to the 12 semester credit hours. (Training courses that carry an American Council of Education (ACE) credit recommendation may be used for equivalency.)

ACE credit recommendations may only be used to meet the 24 semester hour standard for Acquisition Corps membership if those credit recommendations have been accepted by and appear on an official transcript from an accredited institution of higher education. DAWIA provides the option to substitute equivalent training for the 12 semester credit hours applied to the 24 hours in the individual's AT&L Career Field and 12 hours in the covered disciplines. This does not apply to the option for 24 semester credit hours in the covered disciplines.

Acquisition Corps Members - Submit either your Acquisition Corps Membership Certificate; membership letter from the Agency's Director, Acquisition Career Management, Acquisition Career Record Brief (ACRB) or agency ACRB equivalent document.

Non-Acquisition Corps Members - Submit your transcripts. Additional documentation maybe required if you are selected.
