Summary

As a Building Management Specialist, you'll serveas a technical authority in the development, application & interpretation of facility, system & equipment inspection & program evaluations, including metering systems & metered billing data evaluations, specializing in the fields of facility management, metering/billing data acquisition/management, & maintenance management.

Responsibilities

  • Evaluates nationwide policies, programs, and directions for application throughout the Region. Develops and performs assigned projects to improve and validate existing programs, metering/billing data acquisition/management, safety procedures, work methods, policies and procedures for the proper management, operation, maintenance, and repair of systems and equipment within Regional Federal facilities and leased-government space.
  • Serves as a Regional technical advisor for policy, procedural, procedural direction, proper operation and servicing of building systems and equipment including metering/data acquisition/management in GSA-owned buildings.
  • Develops short term and long range plans for the accomplishment of program goals and objectives involving constantly changing policies/procedures and limited resources.
  • Prepares contract specifications for operation and maintenance, full maintenance, or commercial facility management type contracts necessary for field office operations in all government-owned buildings.
  • Analyzes building structural conditions and equipment operating plans and procedures, and applies energy efficient standards by studying the operating characteristics of the building energy consuming systems and associated equipment.

The GS-13 salary range starts at $99,172 per year.

Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is experience in researching and preparing policy, procedures, and standards that provide governance for the operation and maintenance of large office buildings including buildings and space delegated to other entities. Such experience must reflect responsibility for coordinating tasks and assignments; improving customer and client satisfaction; preparing service contracts, and/or the development of maintenance programs for buildings; evaluating and monitoring building management operations including energy and environmental management, and mechanical maintenance programs; utilizing quantitative and qualitative techniques to gather, analyze and report data to measure programs relating to facility operations.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.
  • Knowledge in building management programs to analyze and evaluate procedures, practices, and policy for effectiveness and efficiency.
  • Knowledge of regulations, directives, orders, handbooks, desk guides, to manage metering/billing data acquisition and related accounts management, evaluate field office conformance and to prepare workload documents and contract specifications.
  • Knowledge of and demonstrated expertise in working with building automation systems and software - includes HVAC controls and systems design experience.
  • Ability to read and interpret metering/billing data, related data acquisition/management, accounts management protocols and accounts data, blueprints, work orders, change orders and operating manual.
  • Ability to survey metering/billing data, related data acquisition/management systems/protocols, building and building envelope systems/equipment and their usage and prepare evaluative reports and recommendations on maintenance functions, operations, techniques, and procedures.
