Summary

About the Position: This Budget Analyst position is with U.S. Army Combat Capabilites Development Command (CCDC), G-8/DCS for Resource Management, Research, Development, Test, & Evaluation (RDTE) Program and Budget located on Aberdeen Proving Ground, MD.

Responsibilities

  • Present and recommend budget adjustments and resolve complex budget issues involving multiple organizations.
  • Responsible for formulating, justifying and executing all Command budgets as well as providing guidance to analysts responsible for the Program Managers and Research Development and Engineering Centers (RDEC) portions of the total Command budgets.
  • Provide knowledge and understanding of all aspects of the Federal budget process and the OSD Planning, Programming, Budgeting and Execution system to include the Program Objective Memorandums (POM) process.
  • Present and recommend budget adjustments and resolve complex budget issues involving multiple organizations.
  • Provide technical expertise in assessing resource system requirements for monitoring and reporting budget execution and providing meaningful financial data to managers, customers and resource management personnel.
  • Provide financial advisory services to managers for major programs/segments of the budget, to line and staff personnel of customer organizations, and to lower-graded analysts responsible for sub-components of the Enterprise programs/budget.
  • Conduct special studies, analyzes data trends, develops projections of program funding requirements, and recommends financial strategies and actions for meeting program requirements.
  • Serve as a financial consultant to management on issues such as: budgeting strategies and techniques; use of financial management products; resource distribution; program priorities; and financial forecasts and projections.
  • Advise systems personnel regarding development/revision of systems to meet these requirements.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires the incumbent to possess or obtain and maintain a Financial Management Certification, Level II within 24 months of employment.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year specialized experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Preparing and defending POM/budget documentation and responses; 2) analyzing execution plans, budget justification and execution procedures, and 3) communicating complex funding analysis for assignment programs to stakeholders.

This definition of specialized experience is equivalent to the GS-12 grade level.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
