Responsibilities

As a Management Information Specialist, you will:

- Use automated systems to produce procurement data and reports to respond to Departmental management needs, external agency requirements (e.g., OMB, GSA, GAO), Congressional inquiries and those of the general public (e.g., responses to inquiries under the Freedom of Information Act).

- Draft replies correspondence without assistance. Provide requested data to -CPO management, contract specialists, and various officials throughout Headquarters and the field. Use automated systems to provide OCPO management with standard, ad-hoc, and custom-designed reports on procurement activity and trends.

- Research and analyze information and develop new information about the subject studied into briefing papers, reports, project papers, etc. Collect, review, evaluate, and interpret data collected. Present findings, options, and recommendations to OCPO via briefings, e-mail, and or reports.

- Conduct special studies on Departmental programs, audit reports, program functions and work processes. Provide technical assistance and guidance in the area of program effectiveness and efficiency. Identify a need to track controlled correspondence, administer contract actions, and review particular study areas. Discuss relevant issues with OCPO, Administrative Officer, and other technical personnel. Issues might relate, for example to breach of confidentiality.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in the Office of the Chief Procurement Officer (OCPO). The OCPO is responsible for awarding and administering contracts and purchase orders for HUD's program offices in order to achieve HUD's mission, goals and objectives. OCPO is primarily staffed with Contract Specialists and Contracting Officers, with support by other staff (e.g., procurement and management analysts, and procurement technicians). OCPO provides vital procurement and logistic services to HUD's program and support offices, and leadership in applying fundamentally sound business practices to the Department's acquisition of goods and services.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.


Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

- Planning segments of projects involving design, and development of management information systems; AND
- Providing advice and technical assistance to management on management information system applications; AND
- Analyzing policies, statistics and software in order to optimize business practices.

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
