The Office of Chief Counsel's mission is to serve America's taxpayers fairly and with integrity by providing correct and impartial interpretation of the internal revenue laws and employs the highest quality legal advice and representation for the Internal Revenue Service.

WHO IS GENERAL LEGAL SERVICES?
The Office of Chief Counsel, General Legal Services (GLS) employs approximately 65 attorneys and 8 paralegals, and has both field and National Office components. GLS provides advice, support, and litigation representation in administrative bodies and in arbitration for IRS and Chief Counsel management for non-tax matters to include labor, EEO and personnel law, claims under the Federal Tort Claims Act, suits against IRS employees, and assists Department of Justice in Federal courts. GLS provides advice and representation in matters involving government contracts, and provides legal advice in the ethics, appropriations, procurement, and other non-tax areas.

WHAT DOES A STUDENT TRAINEE (MANAGEMENT ASSISTNAT) (OA) DO?
As a Student Trainee (Management Assistant) (OA), you will gain experience with computer systems and databases - entering, retrieving, and organizing information and documents and assist with all the support activities of the office.

Following the completion of educational requirements, you may be considered for non-competitive conversion to a career-conditional or term appointment. In order to be converted, you must have completed educational requirements and work requirements (640 hours prior to graduation, unless you meet one of the exceptions specified on the OPM Intern Program information page).

The following are the duties of this position at the GS-05:
  • Maintain records of organizational and workflow charts, function statements, and staff levels. Search historical files for readily available background information, such as recent staff changes, mission statements, and position descriptions.
  • With training, recognize and extract pertinent information from various sources (e.g., manual logs and/or software programs); prepare, verify, and maintain statistical data relating to workload and staffing for historical and forecasting analysis purposes, correct obvious mathematical errors, and assist the staff in preparing regular and ad hoc studies for assigned division.
  • Prepare, produce, and assemble a variety of written documentation utilizing various software applications. Present correspondence for review in proper format, punctuation, and grammar.
  • Receive visitors and telephone calls. Receive and review mail. Arrange meetings and prepare reports.
  • Answer inquiries from managers concerning case status and basic program review procedures.

Eligibility Requirements:
  • You MUST meet the definition of a STUDENT for the duration of your appointment as follows: An individual accepted for enrollment or enrolled and seeking a degree (high school, college (four-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate) in a qualifying and accredited educational institution, on a full or half-time basis (as defined by the institution in which the student is enrolled), including awardees of the Harry S. Truman Foundation Scholarship Program under Public Law 93-842. Students need not be in actual physical attendance, so long as all other requirements are met. An individual who needs to complete less than the equivalent of half an academic/vocational or technical course-load immediately prior to graduating is still considered a student for purposes of this Program.   • GPA: Every semester, you must maintain good academic standing with an overall GPA of 3.0 or higher on a 4.0 scale.

  • An academic year of undergraduate education is defined as 30 semester hours, 45 quarter hours, or the equivalent in an accredited college or university.

    One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study or 18 semester hours. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

    Typing Requirement:
    All candidates must document typing skills of 40 words per minute in their submitted application. Proof of an acceptable typing speed must be submitted with the application in one of the following ways:
    • An SF-50, Notification of Personnel Action, which shows Federal employment in a "typing", "office automation" or "stenography" position;
    • A current notice of test results (from an appropriate testing authority) based on a five-minute typing test which includes words per minute and error rate; or
    • Self-certification on submitted application.

    Office Automation Skills:
    This position requires office automation skills. Some examples of office automation software include electronic spreadsheets, database management, desktop publishing, electronic calendar, and electronic email.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    To qualify for the GS-05 level, you must meet the following requirements:

    A. Education: In the Internship Program you may qualify based solely on education as follows: Completion of all requirements for a bachelor's degree or equivalent degree. OR
    B. Experience: You may qualify with one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes: Creating and maintain records, charts, databases, and reports pertaining to management analysis; assisting staff with extracting information for status and statistical reports and studies; preparing written documents utilizing various software applications; screening calls and visitors; coordinating and scheduling meetings to support office functions; and answering inquiries case status. OR
    C. You may qualify with a combination of qualifying education and experience. Combination of education and experience is computed by dividing your total months of experience by 12. Then divide your semester hours of education by 120. Add the two percentages which must equal 100%.

    If qualifying with experience, the experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    • Must successfully complete a background investigation.

    • Undergo an income tax verification.
