Responsibilities

As an Information Technology Specialist (Policy and Planning), you will perform the following duties:
  • Provide leadership and technical direction to ensure enterprise system architecture, certification and accreditation is achieved; track IT security action items and milestones; and monitor and ensure technical requirements of assigned contracts are met. Perform as the Contracting Officer Technical Representation (COTR) for the US Mission Control Center.
  • Establish and coordinate the United States Search and Rescue Satellite Aided Tracking (U.S. SARSAT) operational matters within the Inter-agency Joint Working Group (JWG), providing leadership and chair JWG meetings. Engage with partner States, potential participants and Secretariat to the International Cospas-Sarsat Program representing USA position; attend international meetings, chair meetings and lead delegation as needed. Provide administrative and executive duties; ensure inter-agency and international communication and provide operational leadership of the global satellite aided search and rescue capability.
  • Support and manage enterprise-wide IT efforts and initiatives. Provide leadership and coordination support consistent with NOAA and DOC enterprise architecture and security policies assuring contingency and disaster recovery plans and activities are accurately documented and maintained, tested annually, and coordinated in a timely manner; Information security requirements are developed, disseminated, and maintained in accordance with DOC and Federal policies and requirements.
  • Develop policies and procedures for operation aspects of the United States Mission Control Center (USMCC). Develop data entry personnel certification standards, controller training standards and quality management software (QMS) requirements of the registration database and oversee its 24x7 operations.

This position requires a Secret Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-4 is equivalent to the GS-13/14.

Qualifications

EDUCATION: There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

    To qualify at the ZP-4 or GS-13 level:

    SPECIALIZED EXPERIENCE: In addition to meeting the IT competencies above, applicant must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
    • Researching scientific and business applications and developing analytical solutions through information models, functional models and simulation techniques;
    • Applying life-cycle management guidance for major information systems; and
    • Utilizing laws and regulations governing the use of information technology resources.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.
