Summary

The candidate will be a member of the Capital Planning and Investment Control Team (CPIC) responsible for managing current and new investment initiatives. This position is located in the Office of Enterprise Technology (OET).

This Job Opportunity Announcement may be used to fill other Management Analyst, 0343, 14, FPL 14 positions within the Office of the Chief Information Officer in the same geographical location with the same qualifications and specialized experience.

Responsibilities

The Office of the Chief Information Officer (OCIO) seeks a highly motivated individual to join the CPIC team. The desired candidate will have experience with Information Technology project/program/portfolio management in support of mission critical systems. Individuals with experience developing contract documentation and acquisition support; COR experience with FAC/COR, FAC/PPM certification or an equivalent certification are also desired. Some of the duties of the positon include:
  • Evaluates, reviews and assesses information technology investments, business cases, budgets and investment health for the monthly, annual and pass-back submission to the IT Dashboard and President's budget. 
  • Develops, evaluates, reviews and assesses IT business cases, capital asset plans, risk and risk mitigation strategies for IT programs. 
  • Assists in investment process improvements and capital planning and investment control (CPIC) process development and review. 
  • Analyzes and evaluates complex projects. Develops procedures and systems for assessing the effectiveness of program/management processes. 
  • Uses good presentation and writing skills to analyze and make recommendation to managers and senior executives regarding IT investment programs and projects.

Qualifications

Qualification requirements in the vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. To qualify for the GS-14 level: Applicants must possess one year of specialized experience equivalent to the GS-13 in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. For this position, specialized experience is:

  • Experience with IT capital planning and investment control processes, including tracking IT projects and portfolios using automated capital planning software, directing the development and submission of IT portfolio summaries and IT portfolio details.
  • Experience evaluating the progress and health of IT investments using Earned Value Management (EVM) and conducting IT investment research.
  • Monitoring IT budget submissions using Technology Business Management (TBM) costing framework.

  • How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position.
