Responsibilities

  • Directs the planning, development, and execution of all White House Communications Agency (WHCA) facilities-related work.
  • Develops and executes military construction (MILCON) plans with appropriate planning boards.
  • Provides input to the WHCA Commander for long-range building projects.
  • Interfaces with WHCA Commanders/Directors, and DISA Program Managers to identify emerging WHCA facility requirements.
  • Develops the WHCA facilities Plan of Management (POM) submissions.
  • Coordinates with host activities to ensure their inclusion in Service POM/budgets as appropriate.
  • Develops and monitors the execution of WHCA?s facility maintenance annual budget for utilities, refuge collection, hazardous materials (HAZMAT) collections, and new equipment purchases (lifecycle).
  • Develops statements of work (SOWs) for facilities-related contractual support.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized Experience is defined as: experience with facility management and space utilization, including program management. Providing analysis of the operational working environment, the impact of facilities projects, and staffing those requirements.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.

  • Prior to reporting for duty, selectee must hold a current TOP SECRET ADP II security clearance based upon a Single Scope Background Investigation (SSBI). Prospective candidates must meet criteria for Presidential Support Duty in accordance with DoD Directive 5210.55 (PSD Category II, minimum). Additionally, applicants must be prescreened for PSD suitability prior to selection. Furthermore, the incumbent shall be approved for access to Special Compartmentalized Information (SCI).
  • This position is subject to random drug screening.
  • Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
  • There is a potential for shift work, including nights, weekends, and holidays. Also, the employee understands that there may be times where work is required outside of scheduled duty hours, in that instance, pre-approved overtime, credit time or comp time is authorized to support 24/7 ops or travel assignment requirements.
  • Travel requirement is occasional (1-25%).
