Development and Right of Way Inspections Manager

The Overview
The Department of Transportation and Environmental Services (T&ES) is seeking an Inspections Manager for its Development and Right of Way Division to manage a team of technical and non-technical staff performing construction inspections for development and other activities in the City's right of way. Essential functions include site plan and development review, impacts to the right-of-way, stormwater, and overall constructability. This position will be responsible for review of complex development plans and inspection of permitted work, ensuring that right of way impacts are designed to meet all applicable design standards, codes and regulations, and conditioned for approval. Coordination with internal and external stakeholders is a key component of this position, as is representing T&ES with senior management, elected officials, and the community.

The Opportunity
  • Supervises inspection team overseeing permitted activities in the City's right of way;
  • Manages engineering review and provides comments on development, redevelopment, and grading plans throughout the City of Alexandria from concept through completion. Reviews the plans for compliance with Federal, State, and local laws, regulations, policies, and practices;
  • Reviews plans for constructability;
  • Manages utility work (projects, repairs, restoration) in the City's right of way and is a liaison for the community and the utilities on projects;
  • Works with staff and developers' representatives on acceptable design alternatives and solutions, including negotiating with developers' representatives for plan design changes;
  • Coordinates projects internally with multiple departments and externally with local, state and federal agencies, private utilities, property owners, stakeholder group and individual private citizens;
  • Assumes the duties of the Division Chief in his/ her absence;
  • Meets with private citizens to discuss construction- related problems within the public right- of- way and recommends appropriate remedial action;
  • Performs related work as required.


The Ideal Candidate
To qualify for this position, all candidates must possess considerable experience in the practice of professional civil engineering, some of which has been performed at the Civil Engineer II level and graduation from a college or university of recognized standing with a degree in civil engineering; and; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Must possess, or obtain within six months of employment, a license to practice as a Registered Professional Engineer in the Commonwealth of Virginia.

To be considered as an ideal candidate, one should also possess Four Year College Degree; 15 years professional engineering experience. Registered as a Professional Engineer in the commonwealth of Virginia. Experience with construction inspections, utilities, site plan review, stormwater, grading plans, maintenance of traffic, erosion and sediment control, and constructability reviews for work in the right-of-way.
