Summary

Position Summary

This position is located in the Office of the Secretary, Office of the Assistant Secretary for Aviation and International Affairs. As Deputy Director, Office of Aviation Analysis, the incumbent advises the Director, Assistant Secretary, the Under Secretary, Deputy Secretary and the Secretary on issues and policies regarding the economic oversight of the airline industry in both domestic and international markets.

Responsibilities

The Office of Aviation Analysis initiates and supports the development of the Department of Transportation's public policies regarding economic oversight of the airline industry in both domestic and international markets. The Office analyzes and supports the Department's decision makers on major aviation issues, including airline mergers and acquisitions, domestic and international code-share alliances and other joint venture agreements, immunized international alliances between U.S. and foreign carriers, airline distribution practices, airline strike and bankruptcy issues, airport access issues, new and innovative modes of air transportation, and airline service at small communities.

As Deputy Director, you will:
  • Supervise a staff of 30 transportation professionals in the management of four aviation regulatory programs administered by the Office of Aviation Analysis: the Air Carrier Fitness Program, the Essential Air Service Division, the Small Community Air Service Development Program, and the Competition and Policy Analysis Division.
  • Formulate and recommend policies pertaining to all domestic and international regulatory and economic oversight responsibilities exercised by the Office of Aviation Analysis, including domestic and international competition issues, rural air service issues, airline fitness issues, airport access issues and slots, and Alaska mail rates.
  • Directs the formulation and adoption of policies designed to address new and unprecedented issues and problems stemming from changes in the domestic and international air transportation industries, particularly competitive issues that arise as deregulation evolves both domestically and internationally.
  • Administers the development of systems to monitor Department policies to ensure they remain consistent with industry developments.
  • Represents the Office of Aviation Analysis in substantive discussions with other offices, other agencies and high ranking representatives of the aviation industry regarding Department decisions, policies, objectives and goals.

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your 5-page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. The experience must have been sufficiently responsible to show clearly your ability to perform the duties of this position and meet the mandatory Technical Qualifications and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below is the description of the technical qualifications that must be clearly evident in your resume.

1. Demonstrated executive level expertise in leading, managing and analyzing policy issues related to complex transportation aviation programs which support and achieve agency goals and objectives. This includes demonstrated executive level experience in developing and implementing strategic aviation economic policies and aligning existing programs with them, to facilitate the economic development impact of such activity on the economy.

2. Demonstrated skill in managing, directing, and motivating senior staff involved in planning and developing an aviation program agenda. This includes working within organizational environments (e.g., organizations that utilize teams and partnering, strategic planning, performance outcomes, workforce planning, and technology to achieve the goals of the agency) and/or resolving problems or conflicts between various partner Federal Agencies, foreign governments, foreign organizations and industry.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

An SES reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo an interview and a reference check.
