Responsibilities

  • You will develop project performance expectations and metrics to assess the effectiveness of project objectives.
  • You will administer information assurance (IA) programs to support the operation of information technology (IT) networks or infrastructures.
  • You will analyze information technology (IT) portfolio management processes to identify process improvements.
  • You will backup information systems to reduce loss of impact on operations.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Information Technology Level I. Certification is required within 24 months of appointment.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You may be required to work overtime on an emergency basis.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: REVIEWING MY OWN INFORMATION TECHNOLOGY-RELATED WORK OR DATA AND HAVE BEEN RESPONSIBLE FOR REVIEWING THE WORK OF OTHERS TO ENSURE ACCURACY, COMPLETENESS, AND CONSISTENCY WITH STANDARDS. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: MONITOR CUSTOMER INFORMATION TECHNOLOGY (IT) PERFORMANCE TRENDS TO IDENTIFY STANDARD REMEDIES AT DIFFERENT SUPPORT TIER LEVELS (E.G., TIER-1, TIER-2, TIER-3). 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: PRESENT INFORMATION TECHNOLOGY (IT) PROGRAM STRATEGIES TO SENIOR LEADERS FOR THE INCORPORATION OF EMERGING TECHNOLOGIES. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: PERFORM A RISK ANALYSIS OF INFORMATION TECHNOLOGY (IT) SYSTEMS TO IDENTIFY PROBLEMS AND RECOMMEND SOLUTIONS. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector 1) Ensuring Cyber Security (CS) security awareness, basics, literacy, and training are provided to operations personnel, commensurate with their responsibilities; 2) Performing compliance monitoring and ensuring compliance monitoring occurs for subordinate commands; 3) Maintaining information systems assurance and accreditation materials.

This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area 65-System Security Architecture and as a condition of employment incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAVC M-5239.2, which include:
1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualifications Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;
2. Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.

Physical Demands: Work is primarily sedentary. Some work may require walking and standing in conjunction with travel and to attendance in meetings in meetings and conferences away from the work site. Employees may have to carry light items such as books, small parts and light equipment. On occsasion, may have to carry heavier items, such as CPUs and monitors. Work does not require any special physical effort.
