Summary

The purpose of the position is to provide leadership, direction and technical expertise in the planning, development, implementation, and maintenance of Laboratory Information Systems (LIS) and other regulated mission critical computer systems used in DTM. Computer systems used in the manufacture of blood and cellular therapy products are considered medical devices and must be developed, implemented and maintained in compliance with FDA regulations

Responsibilities

MAJOR DUTIES AND RESPONSIBILITIES

Supervisory Responsibilities (minimum of 25%)
  • Supervises IT staff (positions are GS-11 through GS-13) involved in managing the information technology and data systems support for the department.
  • Plans and coordinates work assignments, and reviews the work product of those supervised.
  • Recruits and interviews all personnel in area of responsibility.
  • Ensures adequate training of staff, and identifies need for ongoing training and development of staff. Mentors and coaches staff in the performance of their duties.
  • Develops performance standards and establishes performance plans. Evaluates staff on professional standards, regulatory requirements, and hospital-based competencies.
  • Addresses and resolves employee performance and behavioral issues.
  • Maintains a safe and harmonious work environment.
  • Approves leave requests of employees, develops staffing plans and manages staff schedules.

Technical Duties (up to 75%)
  • Plans, coordinates and directs IT projects in order to meet the needs of the NIH research and Clinical Center's mission.
  • Prepares and manages the DTM IT budget.
  • Serves as Project Officer for IT contracts, and coordinates activities with IT staff.
  • Performs needs analysis to define opportunities for new or improved business process solutions for IT systems.
  • Consults with customers to identify and specify IT requirements.
  • Develops overall functional and systems requirements and specifications for IT/clinical systems.
  • Conducts business process reengineering.
  • Conducts feasibility studies and trade-off analyses.
  • Prepares business cases for the application of clinical informatics IT solutions
  • Defines IT/clinical systems scope and objectives.
  • Develops cost estimates for new or modified systems.
  • Ensures the integration of all clinical systems components, e.g., procedures, databases, policies, software and hardware.
  • Plans information systems implementation.
  • Ensures the rigorous application of IT/clinical information security/information assurance policies, principles, and practices to the systems analysis process and to delivery of application software services.
  • Works with IT staff and customers to test applications.
  • Assures software and systems quality and functionality.
  • Oversees the writing and maintenance of program documentation.
  • Evaluates new applications software technologies.
  • Develops and executes internal and external test plans.
  • Oversees the development and maintenance of user training materials.
  • Keeps abreast of changing regulatory requirements for IT medical instrumentation specific to blood collection I transfusion and assuring that computer systems are in compliance.

Qualifications

AND
Have one (1) year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal service, obtained in either the private or public sector, performing the following types of tasks: managing and maintaining blood establishment computer software (BECS) and accessories used in the manufacture of blood and cellular therapy products; providing expert technical consultation on the development of long-range IT strategic plans on a wide range of issues relating to data archive, database architecture, information systems, computer operations and computer networks; providing technical leadership in the selection, evaluation and system administration for local area networks and associated servers; leading a team of employees in the information technology field; and developing and evaluating existing, planned/new systems and service metrics to assess performance.
