Summary

DUTIES: Serves as an Accountant providing professional advice and guidance covering a wide variety of financial policies and requirements. Ensures that the day-to-day operations of the accounting systems, or an assigned segment of the system, are carried out in accordance with accounting principles and the policies and objectives of the accounting system.

Responsibilities

DUTIES CONTINUED: Participates in the management of the operating program including supplying accounting and financial information, interpreting accounting reports, and estimating the effect of proposed changes in operating programs on accounting operations and service.

Performs a full range of customer service functions for a variety of customers of which have varied pay plans (GS, Wage Grade, Senior Executive Service, Acquisition Demonstration Project, Engineers, Scientific, security guards, etc.). Service employees who work split, rotating or quick turnaround shifts, including some overlapping tours of duty in an around-the-clock, seven days per week operation. Applies different primary and special legislative, regulatory and precedent pay provisions pertaining to types of appointments, unusual working hours and working conditions, pay, and leave.

Receives documents from employees authorizing changes affecting their payroll accounts, including, but not limited to, changing addresses; starting, changing, or stopping allotments and adjusting tax exemptions.

Inputs individual accounting records for each employee for those activities under the accounting system. Maintains local tables for employee activity records, organization records, standard leave job orders, work schedule defaults, local holidays, employing activity addresses, default accounting classifications, and data-entry point identification.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. REQUIRED MINIMUM EDUCATION REQUIREMENT FOR 0510 SERIES: Bachelor's degree (or higher degree) in accounting
OR
Degree in a related field such as business administrative, finance, or public administrative that includes or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. ( Notes: You must attach a copy of your transcripts).
OR
Combination of education and experience which includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Also must include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. IN ADDITION TO ABOVE REQUIRED MINIMUM EDUCATION, YOU MUST ALSO MEET ONE YEAR OF THE GENERAL EXPERIENCE LISTED BELOW OR QUALIFY WITH HIGHER EDUCATION IN LIEU OF EXPERIENCE:

GENERAL EXPERIENCE: You must possess one year of general experience equivalent to the NH-01/GS-04 grade level. General experience is defined as: 1) Operating/using automated financial systems and 2) Analyzing financial information to ensure conformance to guidance and 3) preparing a variety of reports.
OR
Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.)
OR
Have the general experience as described in A, but less than one year; and have at least two years of graduate education as described above, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
OR
Have the experience as described above AND the education described (PhD). (Note: You must attach a copy of your transcripts.)

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, education in lieu of experience will be permitted if the candidate possesses: 3 years of progressively higher level graduate education leading to a Ph.D. degree in a directly related field to this position or Ph.D. or equivalent doctoral degree in a directly related field to this position. NOTE - You MUST still meet the MINIMUM REQUIRED EDUCATION.
