Summary

This position is located in the Multi-Door Dispute Resolution Division of the District of Columbia Superior Court. The Civil Alternative Dispute Resolution (ADR) Program Officer is responsible for and oversees one or more of the branch mediation programs, including: Civil Actions, Landlord & Tenant, Small Claims, Probate, Tax, Early Medical Malpractice, and the Arbitration Program. The incumbent is also responsible for the overall supervision of Civil ADR Case Managers and assigned neutrals.

Responsibilities

Brief Description of Duties
  • Monitors and reviews case managers' assignments for timeliness, accuracy, and compliance with rules, policies, and directives.
  • Determines work schedules for case managers and assigns coverage for program calendar rotations.
  • Assists case managers with difficult cases, parties and/or mediator issues.
  • Trains and mentors newly hired case managers.
  • Completes performance evaluations, approves leave requests, and certifies time and attendance records for assigned staff members.
  • Manages neutrals for assigned mediation programs and maintains adequate roster of trained neutrals to mediate cases.
  • Maintains mediator proficiency and mediates assigned program cases when necessary.
  • Undertakes and provides term renewal process for assigned mediators; discusses with neutrals as needed.
  • Analyzes statistical and narrative information on program operations and case work for periodic reports. Recommends improvements and innovation to the Branch Chief.
  • Effectively communicates with outside agencies, judiciary, court staff, attorneys, and clients to support program operations.
  • Develops and maintains Standard Operations Procedures (SOPs) for programs.

    Qualifications

    Minimum Qualifications: High school diploma or GED plus seven (7) years of case management experience including coordinating, managing and tracking cases in a court, legal, or social service agency, with three (3) of those years focusing on mediation. Acceptable mediation experience includes mediation provided through court-based Alternative Dispute Resolution (ADR) programs, community mediation centers, government agencies, or private practice.

    One (1) year of supervisory experience or successful completion of the DC Courts Management Training Program is required.

    Experience utilizing Microsoft Office Suite and database systems for tracking, retrieving data, analyzing and reporting purposes is preferred.

    Education Substitution:

    Associate's degree in business, management, public administration, criminal justice, social work or a related field with five (5) years of case management experience including coordinating, managing and/or tracking cases in a court, legal, or social service agency, with three (3) of those years focusing on mediation.

    Bachelor's degree in business, management, public administration, criminal justice, social work or a related field with three (3) years of case management experience including coordinating, managing and/or tracking cases in a court, legal, or social service agency focusing on mediation

    Master's degree in business, management, public administration, criminal justice, social work or a related field with two (2) years of case management experience including coordinating, managing and/or tracking cases in a court, legal, or social service agency focusing on mediation.

    Education

    This job is being filled by an alternative hiring process and is not in the competitive Federal civil service.

    Please note there is a mandatory one year probationary period for all non-judicial new employees.
