Under limited supervision of the Manager, Transmission, monitors and controls the operation of a complex water transmission and distribution system, by means of a Supervisory Control and Data Acquisition (SCADA) system.

Responsibilities:

Monitors and controls the operation of the water transmission and distribution system by:

  • Utilizing the SCADA system to monitor, analyze, and respond to system conditions.
  • Remotely operating pumps, storage facilities, control valves and other equipment as required.
  • Monitoring operational set points and alarms.
  • Monitoring water quality parameters.
  • Identifying water demands and establishing energy-efficient pumping strategies and schedules to meet them.
  • Interacting with water treatment plant operators regarding current and anticipated water demands.
  • Analyzing and troubleshooting system problems.
  • Exercising independent judgment, initiative, and action within established operational parameters.
  • Responding to system emergencies in a manner consistent with applicable procedures and to minimize disruption of service.
  • Entering data into the SCADA system and personal computers as required.
  • Communicating with other staff, including supervisors, plant operators, maintenance personnel, dispatchers, and engineering staff, as needed.
  • Notifying wholesale customers of changes in flow and pressure affecting them.
  • Performs related technical, administrative and customer service tasks by:
  • Analyzing SCADA data and preparing records, reports, and recommendations as required.
  • Assisting in the development and modification of operational parameters, control strategies, and standard operating procedures.
  • Entering notifications into SAP for noted mechanical, electrical, computer, and instrument failures or deficiencies.
  • Assisting in the preparation of the annual department budget and completing items included in the budget.
  • Reading and evaluating proposals, plans and specifications.
  • Attending seminars and meetings relative to the industry, product demonstrations and safety.
  • Investigating and responding to customer inquiries, complaints and concerns.
  • Attending seminars, conferences, or otherwise obtaining training as needed to maintain Waterworks Operator’s license.
  • Assists the Manager, Transmission with special projects and assignments.
  • Performs other duties as assigned or required.

Qualifications:

  • Graduation from high school and a minimum of six years progressively responsible experience in the operation of a large water transmission and distribution system, including experience with multiple pressure zones, pumping stations, storage facilities, transmission mains, meters, and pressure regulating and control valves; or two years of college level course work and three years of relevant experience; or a Bachelor’s degree in a related field and at least one year of relevant experience; or any equivalent combination of education, experience, and knowledge.
  • Thorough working knowledge of public water supply distribution.
  • Good knowledge of public water supply production and treatment.
  • Good knowledge of the purpose and use of SCADA control systems.
  • Thorough knowledge of water distribution system hydraulics.
  • Specialized training in water distribution system operation and maintenance.
  • College level coursework in engineering or engineering technology or in a physical, biological or chemical science is desirable.
  • Thorough knowledge of the Commonwealth of Virginia Waterworks Regulations.
  • Must be able to establish and maintain effective working relationships with coworkers, supervisors, and the public.
  • Experience handling customer inquiries.
  • Good oral and written communication skills.
  • Knowledge and ability to perform the aforementioned typical tasks effectively in the absence of direct guidance or supervision.
  • Ability to work from a shared workstation in an office environment.
  • Experience with computer systems, printers, copiers, telephones, two-way radios and related equipment.
  • Must be able to work on a rotating 12-hour shift.
  • Possession of a current Commonwealth of Virginia Class V, or higher, Waterworks Operator’s license.
  • Possession of a valid driver's license with a good driving record.
  • Must be able to work irregular hours, shifts, weekends, and holidays.
  • Must be able to work from any Authority facility.
  • Must be able to work overtime at any location, hour, and day of the year.
  • Willing to pursue training and education required to maintain Waterworks Operator’s license.
  • Must be able to distinguish colors used to indicate individual facilities, operational states, notifications and warnings in SCADA.
  • Must pass a controlled substance (drug) test for employment.  This position is also subject to random testing after hire.

Chartered in 1957 by the Virginia State Corporation Commission as a public, non-profit water utility, Fairfax Water operates four water treatment plants with a combined capacity of 262 million gallons per day. The plants include the Corbalis Treatment Plant, operating on the dependable and free-flowing Potomac River in the northwestern area of Fairfax County, and the Griffith Treatment Plant on the impounded Occoquan River in the southeastern area. Water is distributed throughout Fairfax Water's service area through nearly 3,200 miles of water mains.

Fairfax Water produces, on average, 148 million gallons of water per day. More than 235,000 mostly residential accounts in Fairfax County comprise about 60 percent of total water sales. Approximately 40 percent of total water sales are wholesaled to Loudoun and Prince William Counties, the City of Alexandria, the Town of Herndon, Ft. Belvoir and Dulles Airport. Revenues in 2005 were $120 million.

Fairfax Water is governed by a ten-member Board of Directors composed of Fairfax County citizens who are appointed by the elected Board of Supervisors of Fairfax County. A General Manager, supported by a senior staff of engineering and business professionals, manages the day-to-day operations of Fairfax Water.
