Summary

The Chief Information Officer (CIO) is the strategic visionary for information technology (IT) programs and directs and manages both headquarters and field staff of the Office of the CIO (OCIO) in all areas related to the IT resources of ICE. The CIO is fully responsible for the monitoring of field IT activities, ensuring policy consistency, program effectiveness, quality project management and responding to all ICE IT needs.

Responsibilities

As the Chief Information Officer you will:
  • Report to the Deputy Executive Associate Director of Management and Administration and serve as the strategic visionary for information technology (IT) programs. You will be responsible for leading strategic execution of enterprise governance, standards and processes to integrate ICE vision, mission, and objectives into a synergistic portfolio of programs and projects. You will focus on performance,
    partnership, collaboration, transparency, flexibility, efficiency, effectiveness, and productivity to deliver timely, reliable and effective IT solutions to those carrying out the ICE mission. You will represent ICE on IT matters both within and outside the department, with full accountability for operation of the IT program.
  • Oversee the management, development, implementation, and evaluation of state of the art, cutting edge, global IT systems to ensure they meet ICE's mission. You will respond to the requirement identified by information system users in the development, testing, integration, implementation, evaluation, operation and maintenance of IT systems used in ICE.
  • Be responsible for strategic and long range planning, development and coordination of programs, operations and procedures required for effective IT applications. You will continually monitor and evaluate program effectiveness with a view toward efficient accomplishments of objectives, avoidance of duplication and maximum utilization of funds and staff.
  • Identify, evaluate and disseminate best practices and technologies to meet ICE's needs.
  • Provide guidance and recommendations to senior agency officials and subordinates on advance projects and resolve critical problems in a timely and cost effective manner. You will develop directives to implement Congressional and executive level policy changes for IT that impact resources requirements.
  • Be responsible for the acquisition and support of IT hardware and software as well as acquisition and management of contractor resources.
  • Develop and defend budget estimates and related justifications, accountable for ensuring that funds, positions, property, and other assets are properly used and with the operating budget.
  • Directly supervise the Deputy CIO and provide second-level supervision to senior level OCIO program managers including making decisions on work problems, issues, policies, etc., presented by subordinate managers.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, SES members, may be reassigned at the discretion of the appointing authority and may be required to sign a mobility agreement.

Drug Testing: This position has been identified as a Testing Designated Position under the ICE Applicant and Employee Drug Testing Program. Satisfactory completion of a drug test is a condition of placement and/or employment in the position and the incumbent(s) of this position is thereafter subject to Random Drug Testing.

Selective Service: If you are a male born after December 31, 1959 and selected for this position, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under Selective Service law.

Qualifications

(1) BASIC QUALIFICATIONS:

As a basic requirement for entry into the Senior Executive Service (SES), you must have progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and evaluating employees.

As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
  • Directing the work of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
  • Supervising the work of employees, developing policy and other executive functions.
If your experience does not include these basic qualifications, you will not be determined qualified for this position.

(2) EXECUTIVE CORE QUALIFICATIONS (ECQs):

The Fundamental Competencies within the following five ECQs are also a part of the selection criteria for SES positions. The ECQs were developed to assess executive experience and potential and do not evaluate technical expertise. ECQs measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

ECQ 1 -LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 -LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 -RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 -BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 -BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

(3) TECHNICAL QUALIFICATIONS - Mandatory

1. You must demonstrate expert knowledge of best practices in IT management and acquisition, and skill in managing complex IT programs that support an enterprise vision, create improved customer service, and ensure IT program performance in a large, geographically-dispersed organization.

2. You must demonstrate experience in applying knowledge of system development methods to major acquisition programs to achieve the desired outcome of supporting the mission at the best value for the government.

3. You must demonstrate expert background in implementing complex IT systems using off-the-shelf technology to meet agency business requirements..

2. Executive Core Qualifications (ECQs) - Your ECQ narrative must not exceed 10 pages in total with 1 inch margins and a font no smaller than 12 points. Not required for current or former SES members and CDP certified applicants .

This document carries the greatest weight in your selection and is the basis for you final consideration for certification in the Senior Executive Service. As a competitive applicant, you must submit a narrative statement for each ECQ describing work experiences that reflect proven, demonstrated success in meeting these requirements. Your ECQ narratives must describes experiences that are no more than 10 years old .

The more successful narratives are no more than two pages per ECQ, with one work experience discussed per page. The preferred format for your response is the CCAR Model (Challenge/Context/Action/Result). Your examples should emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. ECQs measure demonstrated performance, so please note that education or training alone in a particular ECQ is not qualifying experience. References to training and education should be limited to those that specifically supplement your executive work experience.

Applicants preparing ECQs for the first time should expect to spend approximately 40 hours writing and refining the narrative responses, so you should plan accordingly to meet the application deadline.
