Responsibilities

  • The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.
  • Prepare economic assessments and evaluations of immigration policy and USCIS regulations under the direction of the Chief Regulatory Economist.
  • Conduct extensive immigration and policy oriented research.
  • Plan and carry out projects for collecting detailed economic data.
  • Design quantitative models and qualitative evaluations, and other analytical techniques to assess complex data sets.
  • Execute and prepare regulatory evaluations under the requirements of various Executive Orders and laws that govern federal rule-making, such as Executive Orders 12866, Executive Order 13563, and the Regulatory Flexibility Act.
  • Execute and prepare economic impact assessments under the requirements of various Executive Orders and laws that govern federal rule-making, such as Executive Orders 12866, Executive Order 13563, and the Regulatory Flexibility Act.

Probationary Period: You may be required to serve a probationary period of 1 year.

Qualifications

This announcement is issued under the Direct Hire Authority to recruit for positions for which the Department of Homeland Security, U.S. Citizenship and Immigration Services, has a critical hiring need.

Basic Education Requirements:
  • Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus or a combination of education and experience; courses equivalent to a major in economics, plus appropriate experience or additional education.
GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, equivalent to at least the GS-11 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Conducting studies or segments of projects which require application of basic economic principles, techniques, analytical methods, and data collection
  • Drafting regulatory impact analyses, reports and studies to meet the requirements of federal rule-making
  • Communicating technical information and/or results to non-technical audiences
GS-13: In addition to the requirements at the lower grade level, you qualify at the GS-13 level if you possess one (1) year of specialized experience, equivalent to at least the GS-12 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Independently conducting studies or segments of projects which require application of basic economic principles, techniques, analytical methods, and data collection
  • Drafting and revising regulatory impact analyses, reports and studies to meet the requirements of federal rule-making
  • Coordinating in-depth economic analyses of complex issues and problems, which may include designing cost models for quantitative analysis of data or the preparation of qualitative analysis of data.
GS-14: In addition to the requirements at the lower grade level (s), you qualify at the GS-14 level if you possess one (1) year of specialized experience, equivalent to at least the GS-13 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Applying expert understanding of economic principles and analytical methods in multiple, simultaneous research projects
  • Leading, conducting and drafting regulatory impact analyses, reports and studies of complex or controversial issues and problems to meet the requirements of federal rule-making
  • Making authoritative policy recommendations based on economic theories, research, and studies and presenting technical results and briefings to senior executives.
