Summary

You will serve as the Chief of the Vehicle Dynamics Division, Office of Crash Avoidance Standards in the National Highway Traffic Safety Administration's (NHTSA) Office of Rulemaking. The Office of Crash Avoidance Standards is responsible for planning and implementing motor vehicle crash avoidance safety standards, policy and decisions for motor vehicles used on the Nation's highways.

Responsibilities

The Supervisory General Engineer:
  • Is responsible for guiding employees on both the technical aspects of the work and the administrative and policy, e.g., agency procedures, budgetary limitations, and policy guidance. Assigns work to the Division staff based on priorities, degree of difficulty, and each employee's individual capabilities and experience.
  • Provides support and coaching to ensure development of Division staff.
  • Plans, develops, implements and leads the strategic and operational activities of the Vehicle Dynamics Division toward the effective development and production of standards, regulations, policy and guidelines for the safe and efficient use of motor vehicles in the United States.
  • Monitors and reviews the activities and results of research and development and analyses conducted by expert individuals and organizations; both within and outside NHTSA.
  • Maintains close liaison and exchanging information with the safety community at large including industry, national and international safety groups and regulatory agencies, academic institutions and others, to keep abreast of and to participate in advancing the state-of-the-art.
  • Acts as an agency expert spokesperson in public meetings, Congressional hearings, litigation proceedings, press demonstrations and other activities, as required. Responds to or provides input to request from NHTSA, Department, or outside persons for information, advice and other materials in the areas of motor vehicle tires, braking, steering, including automated driving systems.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
  • Experience leading the development of safety standards and consumer information initiatives, involving motor vehicle crash avoidance systems, to improve vehicle safety.
  • Experience managing the interagency review process involving agency rulemakings to establish or update existing safety standards.
  • Experience planning, assigning, and establishing work priorities and deadlines for a staff.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

MANDATORY EDUCATION REQUIREMENTS:

All applicants must meet one of the following requirements to qualify for consideration for an engineering position:

A. Successful completion of a degree in engineering that: (1) has at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) that included differential and integral calculus and courses (more advanced that first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR

B. Combination of education or training: college level education, training and/or technical experience that has furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - current registration as an Engineer Intern (EI), engineer in Training (EIT), or licensure as a Professional Engineer (PE).
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences which included the courses as specified in Paragraph A above.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. This must be clearly described in your resume.
