Responsibilities

Responsible for the engineering analysis, development, design of and the preparation of complete plans and specifications for new work and improvements. Functions as a Project/Resident Engineer on delegated design and construction projects. Under the general direction of the Project Section Chief, the position serves as a General Engineer responsible for the engineering analysis, development, design of and the preparation of complete plans and specifications for new work and Improvements.

Performs electrical, mechanical civil, and utility designs/layouts, complete with specifications Evaluates and/or recommends the work of Architectural/Engineering (AE) firms. Reviews NE drawings for fire, safety, Occupational Safety Health Administration (OSHA), and other external reviewing authority standards to assure compliance with all applicable requirements. Shows ingenuity and creative thinking in revising existing systems for different functions as required for new applications and incorporating new systems.

Develops and prepares cost estimates for competitive bidding for a variety of multi­ complex construction projects which define types and quantities of equipment, materials, labor costs, overhead, tax, profit, and other costs.

Responsible for all drawings related to assigned projects. Details the drawings and makes professional decisions and calculations. Checks and analyzes submitted drawings of contractors for completeness, correctness, and compliance with contract specifications and drawings.

Performs field surveys and investigations to collect data to determine existing conditions and the extent of construction and repair required to provide services or facilities to meet anticipated needs.

Studies contract plans and specifications examining details to gain familiarity with and knowledge of planned construction. Reviews shop drawings, schedules layouts, and inspects all work, workmanship, materials, and equipment installed for quality control and conformance to contract documents. Investigates a variety of problems which contractors or subcontractors' experiences in construction. Resolve questions of drawings and specification interpretations in regard to inspection and acceptance. Reviews contractors' cost proposals for contemplated changes in work to ensure quality control and adequacy of contractors' operations. Notes and records deficiencies; confers with contractors to obtain corrective action and Inspects corrections. Documents daily progress of contractors by maintaining a daily log, which includes any significant material deliveries, problems, and delays. Writes Inspection reports, proposal requests, memos, and letters relating to the construction contracts. Prepares and reviews monthly progress reports and processing payment estimates, reviewing and recommending approval of contractor's submittals and numerous other tasks involved in contract supervision and administration.

Basic Qualifications:

Degree (bachelor's or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics (b) strength of materials (stress-strain relationships) (c) fluid mechanics, hydraulics (d) thermodynamics (e) electrical fields & circuits (f) nature and properties of materials (relating particle and aggregate structure to properties) and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, oil mechanics, or electronics. Transcripts required.

In addition to meeting the Basic Requirement, you must also meet the following additional experience requirements at the GS-12 level.

One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a General Engineer, and that is typically in or related to the work of the position to be filled. The professional engineering experience required is defined as non-routine engineering work that required and was characterized by:

Professional knowledge of engineering; Professional ability to apply such knowledge to engineering problems; and
Positive and continuing development of professional knowledge and ability. Such engineering experience would have provided a working knowledge of engineering, construction, cost estimating, and project management on highly complex projects.

Specialized experience at this level includes: managing renovation or new construction projects from conception to completion; reading, preparing, and interpreting architectural, structural, civil, industrial hygiene, electrical, plumbing, and mechanical plans and drawings; ensuring compliance with contracts and regulatory requirements; working on design teams, using flow diagrams, conceptual layouts, and construction estimation; making decisions regarding alternatives and adaptations of engineering principles; and using of computerized drafting, equipment, and full-size drawing production/reproduction, such as the latest in AutoCAD.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Physical Demands. The duties of the position require visits to all areas of the medical center environment. Physical agility and manual dexterity are essential in that the position must be able to climb, lift, push, balance, stoop, kneel, crouch, crawl, reach, and work in close quarters during project inspections and gathering of project design information. Inspections of hazardous environments
require the use of respirators and protective clothing.

The position spends a significant portion of each day conducting field inspections; may often be required to personally oversee delicate or dangerous work in the field for long hours each day, such as overhead crane work, confined space entry, excavation and trenching, and high voltage field connections.

Work Environment. The position usually works indoors in an office environment, although there are frequent visits to construction sites. The position is often required to work and conduct field inspections inside and outside, at high elevation (above 100 feet), such as: roof tops, roof-top Heating, Ventilation, and Air conditioning (HVAC) equipment, antennae and satellite arrays, water towers, etc.

Furthermore, the position often works with confined space entry projects, such as: boiler projects, manholes for electric/water/sewer, underground storage tanks, and other safety-restricted areas. Inspections are conducted under buildings, and in areas _which are often dirty, dusty, greasy, hot, cold, damp, and unsanitary. Inspections are performed in hazardous environments comprised of asbestos containing materials and lead paint. There is also potential exposure to high voltage, high noise levels, ultraviolet and x-ray radiation, and the possibility of broken bones, electrical shock, bums, cuts, and bruises.
