Responsibilities

The selectee is responsible for all aspects of contracting transactions, from receipt of purchase requests, to recommendation of award for the procurement of blank printing paper, envelopes and containers, and various other materials, supplies, equipment and services for use by the Production and Administrative areas of the U.S. Government Publishing Office (GPO).

You will serve as a Contract Specialist in the Acquisitions, Government Publishing Office in Washington, District of Columbia.

As a Contract Specialist, your typical work assignments may include the following:
  • Evaluates proposal/bids received and recommends award to offeror who complies with all aspects of the solicitation for both Lowest Price Technically Acceptable (LPTA) and Best Value Tradeoff methods.
  • Prepares solicitations, sets up proposals, edits language, inserts special terms and conditions, secures technical or engineering specifications from appropriate personnel and appropriate competition, etc. for the most complex material.
  • Determines acceptance of rejection of offers, considering specifications, terms, conditions of offering, etc.
  • Independently responsible for fulfillment or requisitions received from various divisions of the office, from initiation of procurement to recommendation for award of contract.
  • Reviews contractors' performance to ensure compliance with terms of the contract terms and works to resolves any concerns noted .
  • Utilizes both internal and external sources to conduct both pre-contract and post award contract analysis
  • Performs other related duties as assigned.

Qualifications

Basic Requirements:
A 4-year course of study leading to a bachelor's degree with a major in any field;

OR

Completion of at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

1102 Qualifications PG-11 & below:

PG-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the PG-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Such experience is typically gained in the Contracting/Procurement field or through the performance of work where the primary concern is Contracting/Procurement. Examples of qualifying specialized experience include:
  • Independently negotiating and awarding contracts ensuring reasonable prices.
  • Performing cost and price analysis; and
  • Evaluating offers


SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: If you do not possess the specialized experience described above, you may qualify if you have graduate education as noted below if it is in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

PG-11 level: a Ph.D. or equivalent doctoral degree; OR three full years of progressively higher level related graduate level education leading to such a degree; OR a LL.M.

You must meet the requirements in A or B below:

A. All of the following: (1) Completion of Training listed in Level I FAC-C Course Requirements ; or a DAWIA level I equivalent certification. If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (2) At least 1 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (3) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
B. Exception: If you were in a GS/PG-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.

Background Investigation:To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy.
