The Deputy Director, Departmental Office of Civil Rights, serves as the principal advisor to the Director of the Departmental Office of Civil Rights and is located in the Departmental Office of Civil Rights, Office of the Secretary of Transportation.

The Deputy Director assists the Director of the Departmental Office of Civil Rights in ensuring full and affirmative implementation of civil rights and equal opportunity principles within the Department in all its official actions. This includes Department employment practices; services rendered to the public; employment practices of contractors and subcontractors under direct or federally assisted contracts; operation of federally assisted activities; and other programs and efforts involving Department assistance, participation or endorsement.

The Deputy Director:
  • Serves as Deputy and principal advisor to the Director, Departmental Office of Civil Rights.
  • Administers and manages the daily operations of the Departmental civil rights and equal employment opportunity programs, including immediate supervision of managers responsible for the various programs within the Departmental office of Civil Rights.
  • Functions as key liaison to Operating Administrations and their respective Offices of Civil Rights for the purpose of providing direction, guidance, and monitoring to ensure full compliance with civil rights laws and policies throughout the Department of Transportation.
  • Oversees equal opportunity compliance reviews deemed necessary to assure effective program implementation or requested by the Secretary, and identifies and resolves programmatic challenges in the internal and external complaint processing procedures within the jurisdiction of the Departmental Office of Civil Rights.
  • Manages programmatic outreach, training and compliance to promote full participation by Disadvantaged Business Enterprises in DOT-assisted projects.
  • Works closely with leadership of the Department, including the Administrators and Assistant Secretaries, to ensure that considerations of opportunity and access permeate all Departmental programmatic areas.
  • Participates in the development and implementation of Departmental programming that will educate, train, and monitor recipients and sub-recipients of federal funding on application of opportunity principles and compliance with federal civil rights laws.
  • Serves as a senior Departmental representative on civil rights and equal opportunity matters with other Federal agencies, commissions, committees, and organizations, acting in conjunction with the General Counsel on matters of legal concern to the Department of Justice.

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. The experience must have been sufficiently responsible to show clearly your ability to perform the duties of this position and meet the mandatory Technical Qualifications and Managerial Executive Core Qualifications listed below.

1. Demonstrated senior or executive level experience and a history of success in administering and managing a civil rights and equal opportunity program within a Department or comparable level.

2. Demonstrated senior or executive level experience overseeing program compliance with equal opportunity laws, formulating and/or updating civil rights policies and procedures. Serving as a liaison on civil rights throughout an agency, developing and implementing effective solutions to systemic problems, and developing and applying principles of civil rights and equal opportunity to all operations.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

An SES reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo an interview and a reference check.
