Responsibilities

As a Supervisory Human Resources Specialist, you will perform the following duties:
  • Serve as Chief Civilian Personnel Management Division responsible for planning, directing and managing NOAA Wage Mariner and Civilian Human Resources Management Programs.
  • Oversee the associated program budget formulation, execution and audit/compliance activities.
  • Manage and develop policies and guidance in all aspects of HR management functions, including Staffing Services, Position Management and Classification, Labor-Management and Employee Relations, Performance Management, Adverse Actions, Employee Benefits, Employee Development Executive Resources, and customer service.
  • Develop and implement strategic and tactical human capital management plan for Commerce Alternative Personnel System (CAPS), General Schedule (GS) and Wage Grade (WG) workforce, including developing program goals and objectives; implementing workforce recruitment and retention strategies; and conducting workforce planning and forecasting.
  • Serve as Office of Marine and Aviation Operations representative and expert on stakeholder councils and interagency Military to Mariner task force.
  • Provide management advisory services on a wide range of human resources management and workforce issues.
  • Perform full supervisory responsibilities for assigned staff, including planning and assigning work, setting and adjusting work priorities, developing performance standards and evaluating performance, providing technical oversight and instruction, addressing poor performance and resolving disputes, and recruiting and selecting new employees.

This position requires a Public Trust Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-5 is equivalent to the GS-15.

* A one year supervisory probationary period may be required.

Qualifications

EDUCATION: There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-5 or GS-15 level:

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 grade level in the Federal service. Specialized experience MUST include all of the following:
  • Planning, implementing or managing a full-service Wage Mariner Human Resources Management Program;
  • Developing policies and providing guidance and advice in a variety of HR management functions such as: Staffing Services, Position Management and Classification, Labor-Management and Employee Relations, Performance Management, Adverse Actions, Employee Benefits, Employee Development, and Executive Resources;
  • Participating in human capital strategic planning and evaluating and improving the effectiveness of HR program performance; and
  • Providing advice and guidance to mission program organizations and senior managers on all aspects of HR policies, programs and services, and developing recommendations.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.
