About the Position: This is an Attorney Adviser position working on matters related to government ethics and labor law. The position is located within the office of the Command Judge Advocate at Regional Health Command - Atlantic. Responsibilities

  • Serve as primary civil, and fiscal law expert, provides advisory and representational support services to all elements of Regional Command.
  • Exercise a high degree of legal competence and responsibility in performing duties. Independently conducts legal research, investigation, and negotiation.
  • Review and provide opinions on contract and fiscal issues which are not reviewed by the MEDCOM Staff Judge Advocate Office (MCJA).
  • Provide timely responses to difficult, complex, and urgent legal problems presented so as to preclude interruptions in services.
  • Assist with the Regional Health Command's ethics program and ethics training.

  • A two year trial period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires that you submit a Standard Form 450, Executive Branch Personnel Financial Disclosure Report, upon entrance to this position and annually.
  • Physical Exam maybe required.
  • This position may require an annual influenza immunization.


Qualifications

Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position. KSA's:

(1) Skill in identifying legal issues and conducting relevant legal research within Legal Assistance, Administrative Law, or Health Law.
(2) Skill in administrative hearings practice.
(3) Skill in oral and written advocacy.
(4) Ability to effectively, professionally, and ethically manage a heavy caseload of clients with complex legal needs.

NOTICE OF VETERANS PREFERENCE: There is no formal rating system for applying veterans preference to attorney appointments in the excepted service; however, the Department of Defense considers veterans preference eligibility a positive factor for attorney hiring. TIME IN GRADE REQUIREMENTS: If currently employed as an attorney by the Federal Government must have completed at least 1 year of service at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.

The following minimum qualification requirements must be met before applicants are eligible for further consideration.

Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

Bar membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or the Commonwealth of Puerto Rico.

Experience: Applicant must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. (Note: Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as a Master of Laws (LLM) may substitute for one year of the required professional legal experience.)

Education
