The incumbent serves as a Pathways trainee, working in a developmental capacity with increasingly more responsible assignments being given. As a Pathways Intern Student Trainee (Information Technology), your typical work assignments may include the following under supervision:
  • Receives classroom and on-the-job training in information technology.
  • Assists with business analysis, requirements gathering, customer communications, customer assistance, data analysis and/or solutions implementation within the Information Technology enterprise.
  • Performs a variety of developmental tasks assigned by the supervisor to familiarize incumbent with the development, testing, evaluation and maintenance of computer equipment of interfaces (hardware); applications and support (software); and network operations.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.


To qualify for this program, applicants must: (1) be enrolled or accepted for enrollment in a degree seeking program at a qualifying educational institution on a full or half-time basis; (2) have a minimum cumulative (overall) GPA of 2.95 out of 4.0; and (3) be in good academic standing.

NOTE: All eligible applicants MUST be enrolled or accepted for enrollment in a degree seeking program that will begin during Fall 2019 and with an anticipated graduation date AFTER May 1, 2020.

You may qualify for grades based on education, experience, or a combination of education and experience. Education and experience requirements must be met by the closing date of the announcement.

You may qualify at the GS-05 level, if you fulfill the following qualification requirement:

a.) 1 year of IT related experience equivalent to a GS-04. Specialized experience includes: 1) Utilizing PC software and operating systems; 2) Assisting clients with the use of standard Microsoft applications; and 3) Preparation of reports using Microsoft Office.
b.) Completion of all requirements for a bachelor's degree or equivalent.
c.) A combination of education and specialized experience as listed above.

You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:

a.) 1 year of IT related experience equivalent to a GS-05. Specialized experience includes 1) developing and maintaining web pages and web-based applications; 2) troubleshooting hardware and software configuration problems.
b.) Possess 1 full year of graduate level education or superior academic achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:
1. Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision; Or
2. Grade-Point Average (G.P.A.) - You must have a grade-point average of either
  • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; Or
  • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. OPM's Qualification Standards for General Schedule Positions states that a GPA of 2.95 must be rounded to 3.0, while a GPA of 2.94 must be rounded to 2.9 ;

c.) A combination of graduate level education and specialized experience as listed above.

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:

a.) 1 year of IT related experience equivalent to a GS-07. Specialized experience includes: 1) Performing PC software testing; 2) Writing installation scripts; 3) Developing software; and 4) Researching and evaluating PC software and operating systems.
b.) Possess a Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B./J.D., in a closely related field
c.) A combination of graduate level education and specialized experience as listed above.

In addition to the specialized experience individuals must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Meticulous; thoroughly reviews and proofreads various IT related data/information; dedicates focus to accomplish tasks that are complete, precise, and accurate to a given IT situation.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive IT services or IT products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess IT needs, provide expert technical information or assistance, resolve fairly complex or non-routine problems, or satisfy expectations; knowledge of available products and services; committed to providing quality IT products and services.

3. Communication - Expresses technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, recognizes potential miscommunication, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies IT related problems using a variety of materials or sources; gathers and applies technical information to determine accuracy and relevance to moderately complex problems; uses sound judgment to generate and evaluate alternatives; makes decisions or recommendations that influence IT policies or programs and applies new developments to previously unresolved problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The Pathways Internship Program is designed to attract students enrolled in a wide variety of educational institutions with paid opportunities to work in agencies and explore Federal careers while still in school. This program exposes students to jobs in the Federal civil service by providing meaningful development work at the beginning of their career, before their careers paths are fully established.

This is an Excepted Service appointment and you will be on a trial period throughout your entire Pathways Internship appointment.

A 2.95 cumulative GPA on a 4.0 scale must be maintained throughout the internship.
