Responsibilities

You will:

- Assist the SBMD WCF Accounting Staff with the formulation, justification, presentation, and execution of the agency's budget for OITO and WCF programs, which are national in scope

- Develops and administers the WCF customer support plans and programs; formulates and directs WCF customer support operations; responsible for meeting set goals and policy decisions within the organization and on Agency programs and operations

- Establish periodic, one-time and annually recurring training programs for WCF service providers and customers to support the operations of the Working Capital Fund and supporting computer applications; develops and maintains the WCF customer support processes to include annual customer ordering, periodic customer and service provider training events.

- Interacts with the EPA WCF customer community in all EPA offices to include Senior Management officials in conjunction with financial execution and customer support operations; prepares and presents quarterly briefings to the WCF Board of Directors

- Serves as the Office Directors representative/liaison on a wide variety of technical, programmatic, and administrative issues and topics; performs special projects and assignments that are of major significance in the accomplishment of OMS-EI's and OITO's missions

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as Performs administrative and analytical work in the Agency's Working Capital Funds (WCF), Data Processing (DP). Activity services and rate budget, Supports IT service requirements including reviewing, editing, and consolidating budget estimates and anticipated customer orders, preparing detailed service justifications; provides business operations support as budget formulation and execution activities, WCF funds management, commercial accounting operations, capital asset management contract administrative and customer support; provides guidance concerning the legal and regulatory aspects of funds execution and the use of funds for program ad administrative purposes

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:

1. Ability to analyze a programs financial resources

2. Skill in oral communication enough to provide technical advice on the organizations budget

3. Knowledge of budgeting processes and systems

4. Skill in writing sufficient to prepare detailed narrative justifications for project funding

5. Ability to consolidate multi-year budget estimates into a single budget request

6. Ability to plan budgets based on an organizations objectives and sources of funding

7. Knowledge of budget related laws, regulations, policies, precedents, and techniques

8. Knowledge of managerial accounting
