Responsibilities

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

Major Duties

As a senior Financial Integrity Specialist, you use your knowledge of federal grant and financial requirements to ensure that grant recipients are financially viable and have adequate financial management systems in place to adequately manage federal funds.

Your major duties and responsibilities include:
  • Preparing for pre-site visits by analyzing grant recipients' financial statements and management processes.
  • Providing on-site or remote fiscal technical assistance to grant recipients to address financial deficiencies.
  • Participating in post-site visit reviews and preparing reports summarizing site-visit results and areas identified for follow up.
  • Receiving and analyzing reports, findings, corrective action plans, draft findings, conclusions and recommendations to resolve audit findings.
  • Initiating inquiries into deficiencies identified during audits, and making recommendations for corrective action to ensure that organizations initiate programs to ensure correction of reported deficiencies.
  • Determining the degree of financial compliance with the mission's responsibilities, applicable laws, regulations, standard operating procedures, and financial policies.

To qualify for this position at the GS-13 level, you must have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the Federal service performing the following tasks on a regular and recurring basis: Providing technical guidance in the identification and resolution of fiscal accounting deficiencies in federally funded grant programs; Providing advice and guidance on the interpretation and application of federal fiscal policies, regulations and legislation relevant to federally funded grant programs; Proposing changes to a grant recipients' fiscal management/ internal controls, based on audit findings.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)
  • Competitive career/career-conditional appointment to your highest grade.
  • SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 09/18/2019.
