Job Announcement

Provides professional-level consultation and services to over 1,300 Department of Family Services (DFS) management and staff in human resources areas that include workforce planning, employment, employee relations, performance management, progressive discipline, payroll, recruitment and staffing. Analyzes a wide range of complex issues to make decisions. Solves problems and make recommendations to the department director and members of the senior staff. Works closely with program managers to address unique program needs impacted by human resources issues. Develops and conducts training related to human resource matters. Participates in both strategic and succession planning. Supports the department's strengths-based culture. Analyzes present and projected staffing requirements. Supervises staff and directs their activities. Represents the department in grievances in which no legal counsel is present. Provides interpretation of federal, state and local laws and county policies and procedures. Represents human resources on Emergency Management Team responses. Represents the department on special projects.

Illustrative Duties

  • Provides supervision over professional level personnel in human resources function;
  • Serves as a member of senior management department teams and participates in strategic planning efforts;
  • Analyzes human resources business processes and makes recommendations for improvement;
  • Interprets county policies and procedures as well as federal, state, and local laws;
  • Counsels employees and managers on employee relations issues.


Required Knowledge Skills and Abilities

  • Considerable knowledge of the principles, practices, and techniques relating to human resources;
  • Ability to make oral presentations to department management, other departments, or the public;
  • Ability to use word processing, spreadsheet, and presentation software to prepare documents and to store, manipulate, analyze, and present information;
  • Ability to lead assigned employees, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning;
  • Ability to supervise and train staff.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field; plus four years of professional-level human resources experience.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and a check of the Child Protective Services Registry to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Strong employee relations skills and experience.
  • Strong recruiting skills and experience.
  • Experience with organizational development.
  • Practical experience with the development and implementation of organizational workforce/succession plans.
  • Experience with governmental personnel policies, practices and procedures.
  • Demonstrated ability to present complex human resource issues in a concise manner either individually, in small groups, or on an organizational level.
  • Manages multiple, competing priorities.
  • Experience providing recommendations and implementing action plans on a variety of human resources topics which may include team building, employee relations, counseling, mediation, conflict resolution and grievances.
  • Demonstrated knowledge and strong experience with a Human Resources Information System and Microsoft Office applications.

Ability to communicate clearly, both verbally and in writing. Ability to travel to various work sites. Ability to use automated technology. All duties performed with or without reasonable accommodations.
