Responsibilities

You will:

- Provide occupational health and fire safety program support to the Facilities Management and Services Branch;

- Analyze and resolve diverse and potentially high-risk safety hazards;

- Plan, schedule, and conduct inspections of research facilities and laboratories;

- Prepare safety policies, procedures, and guidelines;

- Serve as Project Officer for contracts and interagency agreements (IAGs).

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.

You will spend 25-50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

This position requires the use of personal protective equipment (PPE).

Participation in the medical monitoring program is required.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as providing support for a safety, health and environmental program; and preparing written reports.

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as managing a safety, health and environmental program; and developing training materials related to health and safety.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of occupational safety and health programs; 2) Ability to implement an occupational safety and health program; 3) Ability to evaluate operational health hazards; 4) Knowledge of laboratory construction and industrial facility operations; 5) Skill in conducting inspections of research facilities and laboratories; 6) Ability to develop a safety training curriculum; and 7) Skill in contact management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

A bachelor's degree from an accredited or pre-accredited college or university in:

Industrial Hygienist: You must have a bachelor's degree from an accredited or pre-accredited college or university in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related sciences; or a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or certification from the American Board of Industrial Hygiene (ABIH). NOTE: Courses in the history or teaching of chemistry are not acceptable.
