Position Information

Arlington County's Department of Environmental Services (DES) Division of Transportation is seeking an innovative senior manager to oversee long-range transportation planning and implementation of an urban multimodal transportation capital program that meets the needs of a growing community of over 226,000 residents and 227,000 jobs at the center of the Washington metropolitan region. For over 40 years, Arlington has demonstrated an ongoing commitment to integrated land use and transportation planning and implementation, sustainability, and community engagement. This has led to widespread recognition, including the EPA's National Smart Growth Award. Arlington is recognized as one of the first Gold Level Walk Friendly Communities by USDOT and is currently recognized as a Silver Level Bicycle Friendly Community by the League of American Cyclists.

The Transportation Planning and Capital Projects Management Bureau, within the Division of Transportation, is responsible for long-range transportation planning; project scoping and prioritization; and management of a large and diverse capital portfolio of complete streets and pedestrian and bicycle facility projects. One of the major functions of this Bureau is to lead periodic updates to the County's Master Transportation Plan (MTP), which provides the policy groundwork for the implementation of the capital project portfolio. The Bureau also supports the development and updating of sector and corridor plans, working in close coordination with other County departments.

The Transportation Planning and Capital Projects Management Bureau Chief manages a staff of 18 professional planners and capital project managers, as well as administrative/management support personnel. The position requires the leadership skills to: build and sustain an effective Bureau that encourages staff growth and development; foster collaborative teamwork within and across DES divisions and County departments; and promote high-quality and innovative approaches to improve service delivery. A significant goal of this position is to oversee the continuity of the complete streets capital project portfolio through a multi-stage team-oriented delivery method: planning-level concept recommendations; feasibility analysis and prioritization for limited funding; a design process that meets the planning intent and needs of the traveling public; and finally, implementation of capital projects as envisioned through planning and public engagement. It will be the Bureau Chiefs responsibility to ensure planning and project management staff implement the principles outlined in the County's Public Engagement Guide for Capital Projects. Building and maintaining strong working relationships with the state transportation agency and regional local governments is also important for the Bureau's success.

Selection Criteria

Minimum: Bachelor's degree in Transportation, Engineering, Transportation Planning, Urban Planning, Public Administration or related field, plus significant senior level transportation program management experience with programs focusing on planning and capital program delivery; must have experience in supervising staff, conducting qualitative and quantitative analysis, strategic planning, and working with a variety of audiences.

Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.

Desirable: Preference may be given to candidates with one or more of the following:
  • Working at the local and regional levels in the effective planning and delivery of transportation programs and services;
  • Working with the business community, citizens, public interest groups, neighborhood groups and other organizations in an active, diverse community;
  • Developing capital budgets and funding sources;
  • Project development and execution related to transportation and public infrastructure improvements;
  • Using project management technologies;
  • Making public presentations concerning transportation initiatives;
  • Experience with media interviews;
  • Leading professional staff where interdisciplinary team coordination and collaboration were required; and/or
  • Master's degree in engineering, planning or related degree.

Starting salary will depend upon the qualifications and experience of the candidate selected. This position is in the Arlington County Government's Extended Management Accountability Program (XMAP2), in which Senior Executives are eligible for a negotiated salary/benefits package and are evaluated and compensated on the basis of a performance agreement linked to the County Management Plan, and results achieved.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
