Position Information

Arlington County is looking for a well-rounded, human resources professional to join our award-winning Human Resources Department as a Compensation and Classification Analyst. The successful candidate will join a team of professional analysts who provide consultation and technical guidance regarding compensation and classification matters to all levels of County Government.

The Compensation and Classification Analyst at the full performance level will support multiple agencies, developing and maintaining close working relationships with management, employees, and human resources liaisons to build an understanding of their operations and to develop effective compensation and classification solutions. This analyst will work as part of a team to complete county-wide studies and projects, but also will work independently on challenging issues. Although primarily focused on compensation and classification, this position also offers opportunities to work on cross-functional and departmental teams and projects.

This position may be filled as a full-time position or on a part-time basis and may be filled at any level within the established broad band depending on qualifications. The pay band above encompasses trainee to full performance levels. The Trainee-Level Analyst will perform less complex compensation and classification duties.

Specific duties for the full-performance level include:
  • conducting job audits and salary analysis to determine appropriate classification decisions;
  • compiling and evaluating complex data, and preparing and delivering reports and presentations based on the analysis;
  • providing training and following-up to ensure successful implementation of new initiatives; and
  • working as a team with other analysts to complete county-wide studies.

Other duties include:
  • writing and updating job descriptions based upon desk audit, job analysis questionnaire, and market information and determining exemption status;
  • conducting compensation and salary surveys, analyzing market data to determine and maintain the County's competitive position;
  • developing, implementing and maintaining compensation programs, policies and procedures;
  • conducting organizational design studies, and managing HR related projects;
  • using Microsoft Office products to include Excel, Power Point, and Access to translate data into diagrams, graphs or presentations for sharing with a variety of audiences.

Selection Criteria

Minimum:
Full performance: Bachelor's degree in Human Resources, Public or Business Administration, Industrial/Organizational Psychology, or related field plus experience in job evaluation, job and organizational design, and/or compensation or other closely-related human resource function.

Trainee Level: Bachelor's degree in Human Resources, Public or Business Administration, Industrial/Organizational Psychology, or related field and at least six months of experience in job evaluation or compensation and/or job and organizational design or closely-related human resource function.

Substitution (full performance): Significant experience in a directly related field may substitute for the Bachelor's degree requirement. A Master's degree in I/O Psychology or Human Resources Administration or closely related field with a related internship or practicum may substitute for some of the experience requirement.

Desirable:
Full performance: Preference may be given to applicants with one or more of the following:
  • experience analyzing a wide variety of jobs (Executive, Management, Professional, Administrative, Trades etc.), preferably for job evaluation and classification purposes;
  • experience in a wide variety of compensation areas including the interpretation and application of FLSA regulations; the analysis of compensation statistics and the development of compensation policy to resolve pay issues;
  • advanced Excel, Access, and PowerPoint skills that include developing complex spreadsheets and presentations and preparing, documenting and presenting complex narrative and statistical analytical reports;
  • experience in other HR disciplines including organizational analysis and work redesign, recruitment, selection, and/or benefits; and/or
  • a CCP, SPHR or other compensation-related certification.


Additional Information

Work Hours: Generally, Monday through Friday. A flexible work schedule and telecommuting are encouraged.

This position has a preferred filing date of September 19, 2019. Applications received by this date will receive first consideration.

This position is part of a broad band, competency-based pay pilot, and may be filled at any level including trainee, or entry level, within the established broad band depending on qualifications. Entry salary within the band is based on a review of qualifications and experience with preference given to applicants with course work, internships and/or experience related to job evaluation and classification, interpretation and application of FLSA regulations, analysis of compensation statistics and the development of compensation policy to resolve pay issues.

This position may be hired at the full performance or trainee level depending on qualifications. For the trainee level, a training period will be established to last no longer than 18 months. At the end of the training period, the employee must meet experience, training, proficiency and certification requirements for the journey level position. Once the candidate qualifies, the one-year probationary period will begin.

The salary range for the Full Performance level is: $$57,387.20 - $114,004.80 Annually.
The salary range for the Trainee level is: $53,393.60-$81,598.40 Annually.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
