Fairfax County, the largest local government in Virginia and nationally recognized for its financial stewardship and well-managed programs, is looking for an experienced professional to advance its supplier diversity and sustainable procurement initiatives. Fairfax County spends $700 million annually on goods and services and its supply chain spans thousands of suppliers across hundreds of sectors. Under general supervision of the sustainable procurement coordinator, serves as the Supplier Diversity Program lead and develops, implements and monitors programs that integrate social and environmental factors into the procurement of goods and services. Supports the implementation of countywide policies such as One Fairfax Policy on social and racial equity, the Operational Energy Strategy and other climate and energy policies.

Primary Duties:
  • Advises on and develops strategies to improve organizational policy, procedures and processes related to sustainable procurement.
  • Assists in the creation and implementation of innovative approaches to increase small, women- and minority-owned business (SWaM) participation in county procurement.
  • Tracks key performance indicators for supplier diversity and sustainable procurement and monitors progress towards sustainability goals. Monitors primary and second-tier procurement activity related to sustainable procurement. Regularly prepares summary reports. Assists in spend analysis and sustainable procurement prioritization efforts.
  • Assists with the development and delivery of training to 1) county staff regarding sustainable procurement, vendor relations and source development and 2) to the vendor community regarding how to conduct business with the county.
  • Serves as the frontline liaison between the business community and the County's procurement efforts. Represents Fairfax County at local and regional procurement conferences and related events. Serves as staff liaison to the County's Small Business Commission.
  • Plans and manages the county's annual Small Business Forum, a high visibility event which attracts over 50 exhibitors and 450 attendees from across the region.
  • Candidate must have a knowledge and understanding of and a passion for the values of diversity, inclusion, and sustainability.


Schedule: Position participates in various events and evening meetings of the Small Business Commission. Flex schedules, alternative schedules and/or telework options are available.

Note: The assigned functional areas of this position are purchasing, supplier diversity, and sustainability. The starting salary for this position will not exceed the mid-point ($79,573) of the advertised range.

Required Knowledge Skills and Abilities

  • Knowledge of the mission, goals and objectives of the organizational unit, program or activities to which incumbent is assigned;
  • Knowledge of the principles, practices, and techniques relating to various functional areas of business operation (e.g., personnel, budgeting and financial management, contract administration and management);
  • Knowledge of the principles, practices and techniques governing management, organization, operations and programmatic services;
  • Ability to identify and describe a range of possible solutions for solving business problems;
  • Ability to apply research methods to design studies and assessments, and statistical analysis techniques to identify patterns and trends in data;
  • Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;
  • Ability to train, lead, and/or supervise paraprofessional staff.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a credit history check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Experience working with diverse businesses or entrepreneurs. Experience with supplier diversity or equity initiatives including an understanding of barriers to diverse entities' full participation in business. Experience advancing sustainability goals, environmentally preferable procurement, or environmental initiatives. Experience developing and delivering training. Experience with change management initiatives. Expertise in Microsoft Office applications and other analytical software. Knowledge of procurement and contracting principles, policies and procedures. Certification by a nationally recognized professional purchasing organization such as a Certified Professional in Supplier Diversity (CPSD).

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, incumbent must be able to conduct site visits at county facilities and walk, bend and stoop in diverse work environments. All duties performed with or without reasonable accommodations.
