Job Announcement

Serves as Assistant Project Manager for all phases of Contract Administration, from contract document preparation through post-construction.

Projects to include Developer Defaults, Transportation, Wastewater and Stormwater projects. Provide assistance on all aspects of A/E contracts and construction contracts to ensure quality, timely delivery and cost-effectiveness of the project. Monitors, schedules, and coordinates work performed by construction contractors. Assists in claim avoidance, contract dispute negotiation and resolution, and solving complex engineering and/or construction problems. Initiates and completes processes required for bond release of Developer Default projects. Prepares and coordinates all aspects of VDOT secondary street acceptance procedures for roadways to be accepted for state maintenance. Provides technical constructability reviews during all phases of design and coordinates with all stakeholders during construction. Reviews inspection reports, performs inspections, and takes any appropriate action necessary to correct construction deficiencies and conflicts. Works closely with LDS, other DPWES offices and other County Agencies with the primary goal to complete Developer Default projects. Works closely with VDOT and other County Agencies on VDOT secondary street acceptance.

Performs detailed constructability reviews of plans and specifications prepared by designers. Makes reviews at various stages of development on plans and construction documents to reduce constructability problems, change orders and to determine if plans and specifications meet County requirements. Attend meetings as necessary.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to: graduation from a four-year college or university with a bachelor's degree in civil engineering, landscape architecture, environmental or life sciences, construction management, business administration, facilities management or related; and one year of experience in construction, building maintenance projects, code enforcement or inspection work.

BRIDGE CLASS EMPLOYMENT STANDARDS:
Five years of increasingly complex supervision, inspection or contract oversight experience in construction, maintenance or a related technical area. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing five years of increasingly complex experience in the area of building inspections, trades/maintenance/construction supervision or construction and
maintenance contract over sight or supervision.

The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce from the trades supervision, paraprofessional technical, inspection and related fields to professional level project management work.

PREFERRED QUALIFICATIONS:
Construction coordination experience in engineering field, especially areas related to transportation, stormwater and wastewater projects. Experience in supporting the planning, budgeting, design construction, project management, and contract administration of transportation, stormwater and wastewater projects. Demonstrated expertise in managing multiple projects concurrently. Highly motivated and possess the skills necessary to work in a fast-paced collaborative team environment. Able to provide outstanding customer service to end users and project stakeholders. Strong oral and written communication skills.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license is required.

PHYSICAL REQUIREMENTS:
With or without reasonable accommodation. Ability to visit and walk construction sites including steam valleys, drainage facilities and transportation infrastructure. Ability to sit and stand for extended periods. Ability to perform repetitive motion duties and operate keyboard driven equipment.
