Position Information

Arlington County's Department of Environmental Services (DES) has two vacancies for Water, Sewer, and Streets (WSS) Senior Technicians to oversee and provide technical guidance to sewer construction teams. The Sewer Construction teams specialize in storm and sanitary sewer installation and repair; manhole/catch basin installation and repair. The work also requires the knowledge of asphalt (potholes & full depth patches) and concrete (curb and gutter, sidewalks) maintenance and installation. These employees provide on-site leadership to team members on a daily basis and may act on behalf of the supervisor in his/her absence.

Specific duties include:
  • Leads and assigns tasks to crew members engaged in construction or maintenance work in water, sewer, or streets operations;
  • Ensuring that supplies, tools, materials and equipment are available for the job;
  • Participating in the installation of sanitary and sewer pipes and materials or related work as needed;
  • Providing technical expertise and ensuring new team members are trained;
  • Completing daily paperwork using computer-based systems (Microsoft Office and Asset Management) relating to time sheets, material tickets, hired equipment tickets and daily project reports;
  • Interacting with citizens, contractors, Miss Utility locators, and engineers; and
  • Resolving on-site problems as they arise ensuring that all safety precautions are taken.
The ideal candidates for these leadership positions will possess applicable knowledge and experience regarding street construction and utility installation and repair as well as reading plans and basic computer skills. These positions require dedicated individuals who have good organizational, written and verbal skills. The nature of this position requires consulting with the supervisor at the start of each day to receive specific work instructions.

Work is generally performed outdoors and in all types of weather conditions and often near moving traffic. Some work is performed indoors depending upon the work assignment. The work environment includes exposure to confined spaces, draft, noise, dust, grease, and dirt with extended periods of standing, walking, bending, stooping and lifting light to heavy objects and equipment weighing up to 50 pounds.

Selection Criteria

Minimum Requirements:
Senior WSS Technician I level : High school diploma, GED, or the equivalent, plus two years of experience in construction/maintenance in water, sewer, or streets operations. Possession of a valid Class "B" or "A" Commercial Driver's License from your place of residence is required.See Special Requirements below.

Senior WSS Technician II level : High school diploma, GED, or the equivalent, plus significant experience in construction/maintenance in water, sewer, or streets operations. Possession of a valid Class "B" or "A" Commercial Driver's License from your place of residence is required.See Special Requirements below.

Substitution: Additional qualifying experience may be substituted for up to two years of the education requirement on a year-for-year basis. Technical training may substitute for up to one year of the experience requirement on a year for year basis.

Desirable: Preference may be given to candidates with experience in one or more of the following:
  • Team leader or lead worker in sewer and/or construction operations;
  • Experience in two or more technical areas in water, sewer, or streets operations; and/or
  • Using Microsoft Office functions (Word/Excel) and/or Asset Management systems to complete daily paperwork such as time sheets, or daily project reports.


Special Requirements

1) Applicant must possess a Class "A" or "B" Commercial Driver's License from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record and passing a pre-employment drug screening and alcohol breath test as required by applicable standards.

2) Prior to the time of appointment, the successful applicant must pass a pre-employment drug screening. The successful applicant will be subject to drug screening, at such times during employment, as required by federal, state and local standards and policies.

3) Applicants must provide written consent for Arlington County to obtain from previous employers information required by Department of Transportation (DOT) agency regulations concerning drug and alcohol testing information.

4) Requires on-call duty on a weekly rotating basis which includes assisting the Trades Manager with preparing the on-call stand-by list.

5) Requires learning and following all safety rules and regulations pertaining to job functions which includes attending all required safety classes and meetings in order to ensure a safe working environment and to ensure team members are practicing the required safety rules and regulations.

PERSONAL PROTECTIVE EQUIPMENT: Due to the work environment and as a condition of employment, Arlington County employees may be required to wear various personal protective equipment in the performance of their duties.

Additional Information

Work hours are 6:30 am to 3:00 pm, Monday through Friday. Employees must be available for call back in emergency situations, particularly during snow removal season.

Positions may be filled at Level I or II based upon area of need. Successful candidates will be placed based on experience, aptitude, and interest as demonstrated in the application and interview process.

The salary range at the top of this job announcement is listed from entry level for Senior WSS Technician I to the maximum level for Senior WSS Technician II.

The salary range for Senior WSS Technician I is: $43,617.60 - $66,622.40.

The salary range for Senior WSS Technician II is: $47,236.80 - $72,113.60.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
