Octo Consulting Group is seeking a Senior Acquisition/Contracting Specialist to join our growing team. The position requires a clear understanding of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS) to provide acquisition support to a major US Army enterprise network transformation program to deliver full spectrum IT network and information services for a globally connected Army that offers Soldiers, Commanders and supporting organizations the ability to access, process and act upon information anytime, anywhere across a Joint Information Environment. The candidate will provide acquisition support services related to installing equipment at multiple sites and will collaborate regularly with the government Integrated Product Team (IPT) Leads in support of this mission. Primary job duties and responsibilities may include, but are not limited to the following: Have an understanding and experience with large, complex Government IT projects and organizations. Works both procedural and technical aspects involving methods, procedures, principles, theories, and techniques used in the acquisition program area. Supports Government PM and technical experts on contractual matters based on a working knowledge of acquisition regulations and policy. Attends and assists program officials at procurement planning meetings. Works with the Requirements team in the planning, programming, budgeting, scheduling, financial management execution, contracting, cost/risk analysis, engineering and planning functional areas. Oversees the integration of separate functions to include funding, procurement, throughout the entire life cycle. Exercises judgment in planning, organizing, and directing the contractual aspects of assigned programs within these constraints. Assists with preparing Market Research, Acquisition Strategies and Plans, Acquisition Requirements Packages, Service Contract Approval Requests (SCARs), Source Selection Plans, Determination and Findings (D&Fs), and solicitation documents. Assists in preparing statements of work/performance work statements, determination and findings, and solicitation documents. Assists in developing solicitation packages and conducts reviews of contract specifications and contract changes. Experience with conducting cost/price analysis on vendor proposals Experience with building Independent Government Cost Estimates (IGCEs) to support acquisition packages for IT commodities and services. Reviews documents for appropriate contract type, pricing provisions, selection of source, acquisition method, D&Fs, documentation, clarity of contract terms, propriety of cited funds and need for issuance of un-priced contractual documents. Locates and corrects document errors. Understands pre-award and post-award procedures to plan and conduct the contracting process from the description of the requirements through contract delivery. Knowledge and experience with the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) Expertise in Microsoft Office suite, especially Word, Excel, PowerPoint, and Project Preferred: DoD experience either as a support contractor or as an 1102 (Army experience preferred) Former Government Contracting Officer or Contracting Specialist Education: Bachelor's Degree from a recognized and accredited university (or equivalent) and 8+ years of experience Security Clearance: US Citizenship and the ability to obtain a DoD Secret Clearance is required Secret clearance - Nice to have Location: Fort Belvoir, VA, with approx. 10% travel for program support Physical Requirements: Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 40 lbs.
