Overview The Subject Matter Expert (SME) - Functional Specialist V provides support to the U. S. Department of Energy (DOE) Office of the Chief Information Officer (OCIO), Deputy CIO of Enterprise Policy, Portfolio Management, and Governance (IM-20) program. This position serves as a senior member of a project team and provides an expert level of functional knowledge to the project and team leadership in a specialized field such as science, business, engineering, IT or knowledge management. Applicable functional areas include: systems engineering, acquisition management, business process, quality assurance, organizational planning, financial management, acquisition logistics, configuration and data information systems, major enterprise-wide technology deployments, or strategic enterprise infrastructure redesign. ESSENTIAL DUTIES AND RESPONSIBILITIESEssential duties and responsibilities include the following. Other duties may be assigned.Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge / quality of work, supporting financial goals of the company, initiative / motivation, cooperation / relationships, problem analysis / discretion, accomplishing goals through organization, positive oral / written communication skills, leadership abilities, commitment to Affirmative Action, reliability / dependability, flexibility and ownership / accountability of actions taken.Provides support for a strategic information management and cyber organization aligned with DOE mission and strategy and creates business value for stakeholders and customersSupports the development of IT policy, manages the IT investment portfolio, governance, and provides stewardship of the Enterprise programs and initiatives that stem from Departmental guidance and Federal mandatesProvide support services that will build a Federal Information Technology Acquisition Reform Act (FITARA) policy and governance shop, promoting the performance that leads to effective, carefully managed IT planning and execution.Performs assignments on a broad range of tasks associated with the implementation of standard techniques, procedures and/or criteria related to functional area or expertise. Gains knowledge of policies and procedures of a given program / project. Works cooperatively within the guidelines established by customer management and project leaders.Collaborates with team members to attain the project goals within the defined timeframes.Collects and analyzes data, and provides reports on project status. Designs and prepares technical reports, studies and related documentation. Makes charts and graphs to record results. Prepares and delivers presentations, training and briefings, as required.Serves as a resource for team members and clients. Helps to ensure an effective and positive work environment by establishing and maintaining cooperative working relationships. Responsible for aiding in own self-development by being available and receptive to any training made available by the company.Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output. Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.EDUCATION/EXPERIENCE REQUIREDBachelor's degree in a related field of study and eight (8) years' of experience; or equivalent combination of education / experience.
